Expression Of Interest Are Invited For Sustainability Study Of Wastewater Services In Aitanit, Zahle And Anjar. The Objectives Of The Sustainability Study Of Wastewater Services In Aitanit, Zahle And Anjar Are: To Collect The Technical Data; To Collect The Financial, Institutional, And Contractual Data; To Conduct A Survey Of The Housing Units Of The Wastewater Systems; To Carry Out A Financial And Contractual Analysis And Provide Recommendations; To Carry Out A Customer Database Analysis And Provide Recommendations; To Analyze Operation And Maintenance Data Relevant To The Water And Wastewater Systems Components; To Develop A Wastewater Financial Plan For The Financial Sustainability Of Aitanit, Zahle And Planned Anjar Wastewater Systems, For The Coming 7 To 10 Years, Exploring Different Options And Formulating Specific Recommendations To Optimize The Operational And Maintenance Expenses Of The Wastewater Services And Ensure Their Efficiency As Well As Their Financial And Fiscal Sustainability. The Plan Will Include: A Tariff Policy For Wastewater And Water (Gauge Or Meters) A Plan For Settlement Of Arrears In A Way That Does Not Hinder Resuming Subscriptions Of Old Customers. To Develop A Brief Policy Note For Decision Makers The Implementation Period Is Estimated To Be 26 Weeks. The Council For Development And Reconstruction (Cdr) Acting As Executing Agency On Behalf Of The Government Of Lebanon Now Invites Eligible Consulting Firms ("Consultants") To Indicate Their Interest In Providing The Services. Interested Consultants Should Provide Information Demonstrating That They Have The Required Qualifications And Relevant Experience To Perform The Services (Brochures, Description Of Similar Assignments, Experience In Similar Conditions, Availability Of Appropriate Skills Among Staff, Etc.), In A Responsive Way To The Below Noted Requirements. Interested Consultants Shall Be A Consultancy Firm Or A Joint Venture (Jv). The Consultant Shall Be Officially Registered In Lebanon (If The Consultant Is A Joint Venture, At Least One Of The Consultancy Firms Forming The Jv Shall Be Registered In Lebanon). The Consultant Shall Have A Minimum Experience Of 15 Years In Water And Wastewater Projects. The Consultant Shall Be Familiar With The Lebanese Public Water Utility Management And Services. Past Experience With The Council For Development And Reconstruction And/Or With The Ministry Of Energy And Water Is A Plus. Interested Consultants Are Requested To Provide The Following Information, In A Binder, And In The Same Order As Listed Below: A Duly Completed Cover Letter Stating The Interest Of The Applicant In Providing The Mentioned Services. A Concise Presentation Of The Firm(S) (Brochures, Statements Of Type, Property And Key Tasks Etc...). Certified Statement Of Financial Capacity, For The Lead And Associated Partners (Turnovers And Balance Sheets Of The Last Three Years). List Of Only Relevant Similar Projects (Such As Master Plan, Or Feasibility Study, Or Sustainability Study), Ongoing And/Or Completed Within The Last 10 Years, Indicating The Provided Services, The Percentage Of Participation In Jv (If Any), And The Size Of Relevant Contracts (In Usd And/Or In Man-Month). Detailed Descriptions Of At Least Three (3) Handled Similar Projects In Water Or Wastewater Sector (Master Plan, Or Feasibility Study, Or Sustainability Study) Within The Last Ten (10) Years Only, With At Least One Project Which Includes A Sustainability Study In The Water Or Wastewater Sector, With Attestations Showing That The Company Has Conducted The Projects, Fully To The Satisfaction Of The Client. List Of Available Professional Key Personnel For The Envisaged Consultancy Services (Project Manager, Wastewater Process Expert, Economist And Financial Analyst, Legal Expert, Social Expert) Overall Firms Employees List And Personnel Availability And Structure (List, Number, Organization Structure, Etc Of The Core, Backstopping And Supporting Staff). Experience In Lebanon And The Middle East. The Attention Of Interested Consultants Is Drawn To Paragraph 1.9 Of The World Banks Guidelines: Selection And Employment Of Consultants Under Ibrd Loans And Ida Credits And Grants By World Bank Borrowers Dated January 2011 (Revised July 2014) ("Consultant Guidelines"), Setting Forth The World Banks Policy On Conflict Of Interest. Consultants May Associate With Another Firm In The Form Of A "Joint Venture" (Jv) To Enhance Their Qualifications, Name And Nationality Of The Partner In Charge Shall Be Specified. The Total Number Of Firms In A Jv Should Be Maximum Two (2). All Members (Maximum Two) Should Have Well Defined Inputs To The Assignment, And Shall Be Jointly And Severally Liable For The Entire Consultants Obligations Under The Contract.
