Expression Of Interest Are Invited For Kosovo Nsdi Strategy And Action Plan (Including Engagement Strategy And Action Plan) Qualification: The Consultant Should Have A University Degree In Computer Science, Information Systems, Geomatics, Geography Or Related Filed And Be An Internationally Recognized Specialist In Sdis, Particularly In The Domains Of Nsdi Strategies, Nsdi Training, And Nsdi Roadmap Definition With At Least 10 Years Of Experiences In Nsdi-Related Projects And Trainings/Courses. The Consultant Must Be A Highly Qualified In Sdis And A Strong Proven Track Record To Train/Educate People In The Domain. The Consultant Should Provide Evidence Of A Proven Track Record In Providing Strategic Advice For Nsdis With Supporting Evidence Of Successful Completion Of Previous Projects Of A Similar Nature. The Consultant Must Demonstrate Familiarity With European Policy Including The Inspire Directive Together With Specific Evidence Of How This Knowledge Has Been Applied To The Development Of Nsdi Strategies. Evidence May Include Application Of European Policy To Nsdi Strategies, Or Active Participation In The Inspire Process, Either As A Member Of An Inspire Drafting Team, Or Participation As Part Of A (Inter)National Level Initiative For The Implementation Of The Inspire Directive. Knowledge Of The Integrated Geospatial Information Framework (Igif) Is Desirable. The Consultant Should Provide Evidence Of Previous Knowledge And/Or Skills Transfer, Including Stakeholder Consultations, Collaborative Nsdi-Development, Cost-Benefit Analyses, Sdi-Funding Modelling, Sdi-Partnering Modelling, Governance Structure, And Training Of Implementing Nsdis. The Consultant Should Also Indicate Prior Experience Of Developing Implementation Roadmaps And Implementation Plans Ideally For Large Scale Nsdi Projects. This Should Include The Development Of Programme Plans With Assigned Roles And Responsibilities, Performance Monitoring And Managing Key Risks Within The Project. Demonstrable Experience In The Interpretation Of The Eu Inspire Directive, Ideally In The Context Of Implementing A Nsdi, And Knowledge Of The Legal Aspects Affecting The Exchange Of Data, Including Intellectual Property Law And Copyright, Are Preferable. Previous Experience In The Design And Implementation Of Nsdi Business And Technical Architecture Ideally Based On The Inspire Technical Architecture Complying With Inspire Regulations And Technical Guidance, Are Preferable. Finally, The Consultant Shall Be Fluent In English While Knowledge Of Albanian Language Would Be An Asset.
