Selection Of An Individual Consultant For The Development Of The Environmental And Social Management Framework (Esmf) Of The Benin Component Of The Integrated Program For Development And Adaptation To Climate Change Integrated Program For Development And Adaptation To Climate Change In The Niger Basin (Pidacc-Bn) The Services Provided For Under This Contract Include (I) Describing The Programs Receiving Environments, Emphasizing The Known Major Environmental And Social Issues (Type Of Pollution, Nuisance Or Critical Degradation, Threatened Ecosystem Services, Endangered Species, Etc.) And Whose Criticality The Program Could Increase, (Ii) Describe The Institutional And Legal Framework For The Environmental Management Of The Program (State Level, Decentralized Level), (Iii) Identify The Potential Environmental And Social Risks In The Host Areas Of The Various Activities, (Iv) Describe The Institutional Arrangement For Implementing The Esmp By Clarifying The Roles And Responsibilities Of All The Stakeholders ( At The Central, Departmental, Municipal And District/Village Levels) Involved In Its Implementation, (V) Propose An Environmental Monitoring Framework ( Indicators , Collection/Calculation/Estimate Frequency, Responsibilities, Etc. ), Preferably Participatory, (Vi) Describe A Complaints Management Mechanism And ( Vii) Assess The Capacity Of The National Institutions Responsible And Involved In The Implementation Of The Esmp, And Propose Measures For Strengthening Their Capacities.
