Expression Of Interest Are Invited For Preparation Of A Guideline For Mainstreaming Climate Change Issues Into The Environmental Assessment Process. The Botswana Government Has Committed To Reduce Its Overall Emission By 15 Percent By 2030, By Prioritizing The National Adaptation Plan (Nap) Which Forms Part Of The Nationally Determined Contribution (Ndc) To The Paris Agreement. The Ndc Has Explicitly Highlighted The Need For The Country To Undertake National Adaptation Measures To Safeguard The Economy And Livelihoods And Promote Sustainable Land Management. The Nap Sets Out Requirements For Climate Change Adaptation To Be Integrated In All Levels Of Planning And Implementation At National And Subnational Levels. It Further Sets Out Specific Actions And Targets Across Various Sectors Such As Preparation Of Guidelines And Master Plans For Land Use Which Explicitly Provides Direction For The Integration Of Climate Resilience And Integration. The World Bank Climate Support Fund (Csf) Provided A Grant To The Government Of Botswana To Facilitate Meeting Its Commitment Under Pillar Three Of The Botswana Programmatic Economic Resilience And Green Recovery Development Policy (P175934) Which Aims, Among Other Objectives, To Strengthen The Governments Environmental Assessment (Ea) Process While Supporting The Ndc And Nap. The Department Of Environmental Affairs (Dea) Recently Amended The Environmental Assessment Act (Cap 65:07) And Its Related Regulations As One Of The Measures To Enhance Its Existing Environmental Control Tools To Facilitate Green Recovery And Resilience Post Covid. The Environmental Assessment Process Has Been Identified As An Effective Instrument For Climate Change Adaptation Planning And Management. However, At This Stage The Existing Environmental Assessment Processes (Eia, Emp And Sea) May Not Consider In Full The Extend Of Climate Change Impacts On Proposed Activities And Therefore May Require Further Strengthening In Order To Adequately Serve As An Instrument For Adaptation Planning And Management. Ministry Of Environment, Natural Resources Conservation And Tourism (Ment) In Collaboration With United Nations Environment Programme (Unep) To Develop Strategic Environment Assessment (Sea) Guidelines. The Ministry Of Environment, Natural Resources Conservation And Tourism Which Is The Beneficiary Of The Csf Grant Is Therefore Seeking To Appoint A Reputable Consultancy Firm To Assist With The Strengthening And Developing Of Guidelines For The Integration Of Climate Change And Adaptive Management In The Environmental Assessment Process As Set Out In This Term Of Reference. The Ministry Of Environment, Natural Resources Conservation And Tourism In Collaboration With United Nations Environmental Programme (Unep) Is Implementing The Cross-Cutting Capacity Development (Cccd) Project Of Which One Of The Components Is The Development Of Detailed Strategic Environmental Assessment (Sea) Guidelines. Under The Csfg The Consultant Will Be Required To Work In Close Collaboration With The Unep Project To Provide Recommendations For Inclusion Of Climate Resilience Measures Into The Sea, To Ensure That Climate Resilient Aspects Are Addressed At A Policy, Planning And Programme Level.
