Tenders Are Invited For Provide Technical Assistant To The Ncscl To Create Engagement Strategy For Up To 3 Reginal Hubs And Its Countybased Members . Objectives: Consultant/Consulting Firm To Develop A Strategy For The Ncscl To Ensure A Better Engagement Mechanism Between Its Regional Coordinators And County-Based Members. The Consultant Will Restructure The 5 Regions Including Counties In The North, South, East, And Central Liberia Into About 3 Hubs For Efficiency During The Roll Out And Implementation Of The Engagement Strategy. Key Components On Effective Advocacy At The Regional Level Will Be Covered In The Strategic Engagement Plan. For Example: Regional Coordinators Will Acquire The Skill Sets On How To Singlehandedly Conduct Effective Press Conferences And Regional Advocacy Meetings With Major Stakeholders. This Is Expected To Decentralize The Activities Of The Council, Increase Its Member-Base, And Create More Visibility. It Is Worth Noting That The 11 Seal Csos And 15 Selected Seal Cbos Will Play A Key Role In Expanding The Representation And Reach Of The Ncscl Through This Endeavor. Methodology: The 4 Steps Deming Circle Methodology (Pdca - Plan, Do, Check, And Act) Will Be Employed In Developing The Engagement Strategy For The Hubs. The Consultant/Consulting Firm Will First Set The Engagement Objective, Identify The Major Stakeholders, And Create A Map Or Existing Structure Of The 5 Regions, Then Develop And Roll Out The Stakeholder Engagement Strategy. The Engagement Strategy Will Be Structured In A Way That Enables The Perspectives Of The Ncscl, Its Regional Coordinators And County-Based Members To Be Entirely Considered.
