Expression Of Interest Are Invited For Recruitment Of An Environmental And Social Safeguards Third Party Monitoring Consultant Objective: The Objective Of The Assignment Is To Provide And Independent Review Of Implementation And Verification Of Project Results By Undertaking An Annual Environmental And Social Audit Of The Components Of The Project To Ensure Adherence To All Aspects Of Safeguards Instruments And Compliance With National Regulations And The Esf Requirements Of The World Bank. Thus, The Consultant Will Help To Determine How Far The Activities Under The Project Had Complied With The Escp, Esia, Esmf, Rpf Etc. With Sound Environmental, Social, Health, And Safety Management Practices. The Assignment Will Also Identify Any Constraints During Implementation, Document Best Practices If Any And Suggest Measures For Effective Implementation And Monitoring. Scope: In Accordance With The Provision Of The National Regulations And The World Bank Esf Requirements, The Assignment Covers All The Components Of The Ruslp In The Following Aspects: Review The Environmental, Legal And Regulatory Requirements Applicable To The Project. Verify Levels Of Compliance By The Project During Construction And Operation And With The Requirements Of The Esmf, Esia, Sep And The Site Specific Esmp And Identify Gaps If Any. Establish Environmental Management Practices Being Implemented Both From The Point Of View Of Adequacy As Well As Effectiveness, And Identify Gaps If Any. Review And Address Issues Related To Grievance Redress Mechanism (Grm); Documentation, Reporting And Resolution. Determine The Magnitude Of The Predicted Impacts Of The Projects On Various Physical And Social Parameters At The Project Sites And Compliance Monitoring. Determine The Extent To Which Expected Benefits Of The Project Have Been Realized For The Stakeholders, Community, And The Environmental Components. Review The Environmental Monitoring Program To Ensure The Necessary Verification Of The Effectiveness Of Implementation, And Identify Gaps If Any. To Compliment The Efforts Of The Pmu, The Auditor Should Ascertain That The Contractors/Consultants Have Not Deviated From Or Significantly Modified Project Implementation Specifications As Per Project Design And The BankS E&S Safeguards Instruments. The Auditor Must Immediately Point Out Such Deviation To The Attention Of The Piu. Review The Implementing Agency, Consultants And Contractors Capacity And Other Resources Available To Implement Environmental Management Practices And Identify Gaps If Any. To Review The Earlier Stakeholder/Public Consultations Done In Order To Determine The Issues Relevant To The Environmental Audit. To Consult Key Stakeholders (Paps, Pips), Local Council Officials, Contractors, Consultants, Immediate Neighboring Communities During The Conduct Of The Review. Assess The Major Environmental Non-Compliance Issues And Challenges. Review Existing Project Documentation Related To All Infrastructural Facilities And Designs. Review Implementation Status Of Recommendation/Mitigation Measures Regarding Design Aspects Of The Civil Works Assess The Extent To Which Identified Environmental And Social Risks Are Adequately Addressed.
