Expression Of Interest Are Invited For Development Of Business Plan For Land Service Delivery For The Liberia Land Authority. The Consultant Shall Be Required To Undertake The Following Tasks: Conduct Desk Review Of Relevant Policies And Laws Including The Land Authority Act And The Land Rights Act; Report Of The Analysis Of Revenue Streams Of Land Services; Final LlaS Organizational Development And Management Report; LlaS Five-Year Strategic Plan And Training Plan; Prior Analyses And Reports On Institutional Assessment Of The Lla, And Relevant Literature On The Focus Of The Assignment Report Conduct A Hands-On Capacity Assessment Or Technical Overview Of The Current Business Method(S), Including Administrative Structures, Financial System Set-Up, Review Of Recurring Expenditures And Government Allocated Budget, And The Relevant Human Capacity And Identify Flaws (If Any) And Recommend Means To Mitigate Same; Conduct Meetings With Lla Executive Senior Management (Chairperson, Vice Chairperson, Commissioners, And Executive Director) As Well As Relevant Technical Staff, Including The Comptroller, Assistant Director For Customer Services, Director For Land Policy And Planning, Director For Administration, And The Liberia Revenue Authority And Other Relevant Agencies In Both The Public And Private Sectors; Develop A Comprehensive Business Plan/Model Inclusive Of Operational, Financial, Economic, And Marketing Models That Will Serve A Road Map In The Operations Of A Land Service Delivery System At The Lla, Making It Financially Sustainable, Efficient And Growth Oriented For Short, Medium, And Long Terms; Identify Revenue Generation Strategies That Will Enhance Revenue Flow/Intake And Improve Stakeholder Involvement And Inclusion In Raising Revenue For Both The Lla And The National Government (Considering Potential Implications Of The Draft Revenue Sharing Act); Define The Market And Potential Customers And Develop A Marketing Strategy That Will Promote The Lla And Its Services To The Public Including A Roll- Out Strategy; Conduct Technical Training For The Relevant LlaS Staff That Will Be Involved With The Implementation Of The Business Plan; Provide Costing For Each Service / Product That Are Efficient And Affordable; Prepare An Implementation Plan Covering The Period Of 5 Years. Qualifications And Experience: MasterS Degree In Business Administration, Strategic Management, Economics Or Related Field A Minimum Of 10 Years Experience In Business Plan Development And Analysis Of Land Market Issues; Experience With Developing Business Plans For Government Land Administration Entities Within Sub-Sahara Africa (Experience In The West Africa Sub-Region Is An Added Value); Proven Track Record Of Developing Business Plans For Large And Complex Organizations Including Providing Costs Analysis, Projection Of Income And Returns; At Least 5 Years Of Working In Similar Assignments; Experience In Analyzing: (1) Markets For Land Services; (2) Different Sets/Types Of Services; (3) Skills Sets, And Organizational Structures Required Of Different Groups Of Functionaries In A Large Organization; Experience Developing Related Policies, Procedures, And Guidelines; Experience Working With Diverse Groups Of People, Including Government Actors, Civil Society, And Donor Partners. Competencies: Excellent Research And Analytical Skills Sound Organizational, Coordination And Communication Skills. Strong Presentation And Facilitation Skills. Good Knowledge Of International Development Projects, Particularly In The Governmental Sector. Computer Literacy, Particularly, With Ms Office. Excellent Command On Both Written And Spoken English Is Essential.
