Expression Of Interest Are Invited For Financial Services Development Specialist The Project Development Objective (Pdo): Is To Increase Access To Financial Services, Promote Entrepreneurship And Capabilities Of Msmes In Malawi Including Addressing Covid-19 Implications. The Project Scope Consists Of Four Related Components That Will Contribute To The Achievement Of The Pdo Described As Follows: Component 1: Liquidity Enhancement To Msmes: The Component Aims At Increasing The Supply Of Wholesale Financing To The ProjectS Participating Financial Intermediaries (Pfis) And Scaling Lending And/Or Investments To Msmes. Component 2: Scaling Entrepreneurship And Building Firm Capabilities: The Component Will Facilitate The Building Of Firms Capabilities, With Measures To Enhance The Quality Of Business Support Provided By Private And Public Bdss. Component 3: Enhancing The Enabling Environment For Supporting The Financial Inclusion And Growth Of Entrepreneurs: The Component Builds On Activities Supported Under The Financial Sector Technical Assistance Project (Fstap. This Component Will Finance The Implementation Of Activities That Make It Possible For Msmes To Access Financing From Financial Institutions And To Improve Their Prospect To Grow. Component 4: Project Implementation Support: The Component Will Support The Process Of Strengthening The Capacity Of Reserve Bank Of Malawi To Manage The Project And Also The Provision Of Technical Assistance For Preparation Of Phases Of The Project. Financial Services Development Specialist Will Perform The Following Duties: Facilitate The Review, Development And Implementation Of Policy And Regulatory Initiatives (Legal And Otherwise) Aimed At Enhancing Financial Inclusion In Malawi Specifically Targeting Msmes; Facilitate The Review, Development And Implementation Of Policy And Regulatory Initiatives (Legal And Otherwise) Aimed At Enhancing Financial Literacy And Consumer Protection Programs Including The Broader Integration Of Financial Education Initiatives At Primary School Level; Facilitate And Lead In The Development And Implementation Of Strategies Aimed At Enhancing And Strengthening Of The Credit Identification And Referencing System With A View To Contain The Premium Charged By Financial Institutions On Credit Risk Thereby Reducing The Cost Of Funds To Businesses; Facilitate And Lead Initiatives Aimed At Improving The Effectiveness Of The Business Registry System, Collateral Registry And Insolvency Frameworks With A View To Increase Eligibility For Msmes To Access Credit From Financial Institutions; Coordinate Technical Support For The Improvement Of The Functionality Of The Central Securities Depository (Cds) For The Malawi Stock Exchange To Facilitate Participation Of Small Private Sector Players On The Exchange; Coordinate The Review And Implementation Of Strategies On Financial Sector Development With The Aim Of Enhancing And Fast Tracking The Development Of Roadmaps And Initiatives Aimed At Expanding The Use Of Digital Financial Services (Dfs) By Msmes Including The E-Commerce Payment Gateway System, Appropriate Credit Pricing Models And Mechanisms, Growth Of Long-Term Finance, Mortgage Finance, Leasing Finance, Etc; Coordinate The Review And Implementation Of Strategies And Roadmaps Aimed At Strengthening And Rehabilitating The Operations Of The Mfi Hub Including Increasing The On Boarding Of Saccos And Mfis On The Hub; Manage Relationships Between The Project Implementation Unit (Piu) And All Fines Project Component 3 Implementing Partner Agencies; Establishing And Validating Funding Requirements For Fines Project Component 3 Implementing Partners; Monitor And Carry Out Impact Assessment Of Initiatives Under Component 3 In Conjunction With The M&E Specialist; Lead The Designing And Implementation Of Fines Technical Assistance Activities For The Fines Project Component 3 Implementing Partner Agencies; Lead, Co-Lead Or Participate In Project Related Activities Assigned From Time To Time Aimed At Supporting Enhancing The Enabling Environment And Infrastructure For Supporting Financial Inclusion And Growth Of Entrepreneurs; And Carrying Out Any Other Relevant Duties That May Be Assigned By The Project Manager From Time To Time. The Candidate Should Meet The Following Minimum Qualifications: MasterS Degree In Economics Or Finance Or Banking Or Business Administration; A Minimum Of 10 Years Experience At Middle Or Senior Management Level In A Central Bank, Local Commercial Bank Or Mfi With Knowledge And Experience In Any Three Or More Of The Following: Developing, Designing And Implementing Financial Inclusion Strategies, Policies, Programs; And Laws; Developing, Designing And Implementing Consumer Protection And Financial Literacy Strategies, Policies, And Programs; Developing, Designing And Overseeing Implementation Of Credit Identification And Referencing Models, Strategies And Policies; Developing And Implementing An InstitutionS Business Strategy; Developing Or Introducing New Financial Services Products; Developing, Designing And Overseeing Credit Risk Mitigation Measures To Accommodate High Risk Msmes; Regulation And Supervision Of Stock Exchanges; Formulation And Carrying Out Strategies Relating To Financial Sector Development; Designing Technical Assistance For Development Of Any Sector Of The Financial Services Industry; Designing And Implementation Of Financial Institutions Information Systems Understanding Of Major Challenges In Accessing Finance By Msmes; Understanding Of Developments And Trends In Digital Financing Products; Understanding Structure And Operations Of Payment Systems; Practical Problem-Solving Skills, Initiative And Resourcefulness In Performing Varied Tasks Independently And Often Under Pressure, As Well As Ability To Network And Work With Teams To Deliver High Quality Results; Demonstrated Capacity To Work With Project Stakeholders Such As From The Financial Institutions And The Reserve Bank Of Malawi (Rbm); Excellent Oral And Written Communication Skills In English; Strong Computer Skills, With An Emphasis On Word, Excel And Powerpoint; And Be Able To Uphold Anti-Corruption And Anti-Bribery Ethics.
