Expression Of Interest Are Invited For Recruitment For Treasury Advisor Ii. The Consulting Services (The Services) Includes Overseeing The Successful Implementation Of Component 1 Of The Project By Developing The Organizational And Human Capacities Of The Treasury Division To Facilitate The Transition Of The Treasury Function Under The New Fmis. The Specific Services And Tasks Of The Position Include: Oversee The Drafting And Review Of An Updated Regulations And Procedures Manual To Support The Implementation Of The New Fmis. Lead The Coordination Of Technical Aspects Of The Updated Regulations And Procedures At National And State Levels, Including The Coordination Of Related Development Partner Programs Provide Advice And Support To Treasury Management And Staff To Plan And Deliver The Division Responsibilities To Transition To The New Fmis. Assist With Financial Operations Concepts, Workflows, Practices, Procedures, And Financial Software. Develop And Implement Programs To Transfer Skills And Knowledge To Government Staff To Be Able To Manage Treasury Functions; Provide On-The-Job Support In The Above-Mentioned Areas; And Perform Other Project-Related Duties As Assigned By The Secretary, Dofa. Assist The Secretary Of Dofa To Develop And Implement A Change Management Strategy To Complement The Implementation Of The Fmis. Ensure That The Change Management Strategy /Reforms Are Appropriately Sequenced, Monitored And Reported While Advising Secretary Of Dofa Of Any Potential Problems. Support Piu In Effectively Communicating Pfm Issues With Government Stakeholders, Development Partners And The Private Sector. Develop Standard Operating Procedures For The Dofa Based On Implementation Of The Fmis. Minimum Mandatory Requirements: A University Degree In Accounting, Business Management, Or Other Related Fields; Minimum Of 8 Years Specific Experience In A Senior Role In Treasury Operations; Demonstrated Project-Related Experience In The Design And Implementation Of New Treasury And/Or Financial Management Information Systems; Strong Analytical, Financial And Systems Skills Are Required; Proven Experience In Coordinating, Cooperating, Presenting Complex Technical And Other Issues Additional Desirable Requirements: Experience In Pacific Island Countries Is A Plus; Possession Of A Cpa Qualification Is A Plus.
