Consulting Services For Humman Resource Development (Hrd) Advisor Project For Strengthening Public Financial Management The Consultant Will Be In Charge For Development And Implementation Of Activities Under Component 4 In Cooperation With The Piu. Component 4 Contains Two (2) Sub-Components: Subcomponent 1 Main Objective Of The Change Management Subcomponent Is To Design And Implement A Change Management Strategy For The Department Of Finance And Administration And The Four States To Embed The Technical Innovations Introduced Through The Project In Components 1 To 3 Into A Broader Organizational And Procedural Context To Prepare And Guide Public Servants Through The Change Process Triggered By The Introduction Of The New Financial Systems. Furthermore, The Consultant Will Support The Elaboration Of A Communication Strategy For The Project. Subcomponent 2 The Objective Of The Human Resources Development Subcomponent Is To Support The Usage Of The New Systems And Sustainability Of Project Interventions Through A Human Resource (Hr) Development Strategy To Improve The Staff´S Ability To Build A Pool Of Staff That Possess The Competencies Needed To Achieve Desired Outcomes From Pfm Systems, Processes, And Institutions. The Strategy Will Include: (1) A Review Of The Hr Management Policy Environment, And (2) The Development Of A Competency Framework Which Will Assess The Skill And Competencies For Staff That Are Tasked With Executing Public Finance Related Activities And Responsibilities.
