Expression Of Interest Are Invited For International Monitoring & Evaluation Advisor The Development Objective Of Pacd Is To Facilitate The Development Of Competitive And Diversified Agriculture Value Chains For Selected Commodities (Coffee, Cocoa, Coconut, Spices And Small Livestock) In The Targeted Provinces. The Project Will Be Implemented By The Department Of Agriculture And Livestock (Dal) Through A Project Coordination Unit (Pcu), The Cocoa Board (Cb) And The Coffee Industry Corporation (Cic) Of Png. The Consulting Services (The Services) Include An International Monitoring & Evaluation Advisor With The Pcu At Dal. The Successful Consultant Will Provide Technical Expertise, Support And Capacity Building To The M&E Team For The Implementation And Coordination Of An Effective M&E System In Pacd. The Expected Start Date Of The Consulting Assignment Is Q1 2022 For 128 Days Over 2 Year Period As A Combination Of Home-Based And In-Country Inputs. The Criteria For Selecting The Consultant Are: Tertiary Qualification In Social Sciences, Economics, Agriculture, Forestry And/Or Other Relevant Discipline; Minimum Of 10 Years Experience In Monitoring And Evaluation Of Sustainable Development Projects Or Interventions, With Strong Experience Of All Aspects Of Implementation Of M&E Systems And Some Experience As A Manager; Proven Track Record In Designing M&E Frameworks, Plans And Procedures For Large Scale Development Interventions; Ability To Synthesize Monitoring And Evaluation Reports, Progress Data And Other Information Into High Quality Reports As Required By The Pacd M&E Framework. Deep Understanding Of Quantitative And Qualitative Research Methods And Analysis And Experience In The Practical Application Of Such Methods; Excellent Oral And Written Communication Skills In English; Strong Liaison And Coordination Skills; Experience In Building Strong Working Relationships In New And Widely Dispersed Project Teams; Previous Experience With Agricultural Value Chain Projects Will Be Advantageous; Understanding Of Tablet Enabled Data Collection Including Related Software And Services Software Packages Or Similar Software For Collecting, Managing And Using Data In Remote And Resource Constrained Environments Will Be An Advantage; Previous Experience With Project(S) Funded By World Bank, Adb Or Other Donor Funded Projects Is Desirable; Previous Experience Working With Electronic Databases Is Desirable.
