Social Assistance System Reform Project The Project Includes Three Main Components: 19. Component 1: Strengthening Social Protection Delivery Systems: This Component Will Include (A) A Set Of Investments In Core Delivery Systems, Which Will Improve The Equity And Adaptability Of The Sas And The Social Protection System More Broadly, And (B) Resources To Support The Government’S Aim Of Promoting The Activation Of Sas Beneficiaries Into The Active Labor Market, To Improve Equity In Access To Complementary Services For Sas Beneficiaries. 32. Component 2: Improving The Performance Of The Social Assistance Scheme: This Component Will (A) Retroactively Finance An Increase In Sas Benefits In Response To The Covid-19 Pandemic, Thereby Improving The Adaptability Of The Sas In Response To Shocks; (B) Support The Government To Introduce The New Eligibility Criteria For The Sas That Will Select Beneficiaries On The Basis Of Their Poverty Only (That Is, Eliminating The Categorical Criteria), Thereby Improving The Equity And, By Extension, The Adaptability Of The Sas; And (C) Finance The Delivery Of Cash Transfers To A Proportion Of Beneficiaries Selected And Paid According To The New Sas Law, Once Approved By The Parliament, Thereby Improving The Equity Of The Sas. 39. Component 3: Project Implementation And Management: This Component Aims To Strengthen The Capacity Of The Mflt To Manage The Sas And Meet The World Bank Financial Management (Fm), Procurement, And Environmental And Social Framework (Esf) Requirements. The Project Includes The Following Main Contracts/Assignment: Consulting Services: - Design Of Online Application System For Sas; - Communication Campaign On Sas Reform (Prepare Strategy, Materials And Implement); - Consultancy To Strengthen Communication And Outreach By Csws; - Review Options To Strengthen Grievance And Redress Mechanism For Sas; - Beneficiary Surveys; - Study On Labour Demand, Including Skills Needs, For Long-Term Unemployed; -Development Of Profiling Instrument For Social Assistance Beneficiaries To Determine Employability Gaps And Suitable Almps; - Consultancy To Develop Soft Skills And Job Search Assistance Program For Eark Clientele, With A Focus On Social Assistance Beneficiaries; - International Social Protection Information Systems Consultant; - International Consultant To Advise On Payment System Design And Implementation; - International Consultant To Advise On Design. Goods/Equipment: - Transformation Of Sas Mis To Swis; - Furniture And Vehicles For Csw’S; - Project Website And Project Grievance Mechanism (Web-Based).
