General Procurement Notice for Electricity Sector Strengthening And Access Project (Lessap)

Electricity Sector Strengthening And Access Project (Lessap) The Project Will Be Implemented By The Liberia Electricity Corporation (Lec) And The Rural And Renewable Energy Agency (Rrea), And Will Include The Following Three (3) Components: Component 1: Rehabilitation And Expansion Of Electricity Infrastructure And Systems And Access Expansion The Component Seeks To: (A) Increase Grid Electricity Access By Rehabilitating, Upgrading And Expanding Medium Voltage (Mv) And Low Voltage (Lv) Distribution Network In And Around Monrovia And Supporting New Grid Connections; (B) Reduce Commercial Losses By Replacing Faulty Meters And Regularizing Unmetered Or Illegally Connected Households And Businesses As Well As Implementing Revenue Protection Measures; (C) Decentralize Lec The Operations (Technical And Commercial) Into Districts To Bring Delivery Of Quality Electricity Services Closer To Consumers And Help Better Manage Commercial Losses; And (D) Automate The Technical Operations To Improve Reliability Of Supply And Better Integration With Clsg Interconnection. The Major Procurement Activities Include Contracts For Infrastructural Works Including The Supply And Installation Of Mv/Lv Distribution Networks (Poles, Conductors, Transformers, Etc.), Prepayment Meters, Advanced Metering Infrastructure (Ami) Metering, Implementation Of Scada Systems And Construction Of District Offices As Well As Non-Consulting Contracts For Network And Customer Data Gathering And Mapping. Component 2: Electrification Of Health Facilities And Households In Off-Grid Rural Areas The Component Will Support The Design And Implementation Of Pilots For Providing Electricity Services To Dispersed Communities Through Stand-Alone Solar Systems And Test The Implementation Arrangement For Single-Community Smaller Mini-Grids Through Private Sector Participation. The Main Procurable Activity Under This Component Includes Contract For The Supply And Installation Of Packaged Solar Pv Systems For About 300 Health Facilities, O&M Contracts For The Health Facilities Systems As Well As Contracts For The Implementation Of The Pilot Standalone Systems And Single-Community Mini Grids. Component 3: Technical Assistance For Institutional Reform, Capacity Building Of Sector Institutions, And Implementation Support To Lec The Component Will Finance The Cost Of (A) A 2 Year Extension Of The Current Management Service Contract (Msc) And A Transition From The Msc To A Full-Time Local Management; (B) Training And Capacity Building Of Operational Staff Of Lec Including Reassignment To District Offices; (C) Strengthening The Capacity Of The Project Coordination And Management Unit (Pcmu) In Lec To Manage And Monitor Implementation Of The Project Including Financing The Cost Of Specialized Consultants (I.E. Technical, Financial, Procurement, Audit, Safeguards, Etc.) To Support The Pcmu, The Preparation Of Technical Designs And Safeguards Documents, Community Engagement And Sensitization Programs, Implementation Of Gender Actions Plans Etc.; And (D) Capacity Building Support To Mme And Lerc. Goods Distribution Network Rehabilitation And Expansion (Lot 1 & Lot 2) Lot 1 - Rehabilitation And Expansion 22/0.4Kv Distribution Network In Communities With Existing Electricity Infrastructure Lot 2 - Densification And Expansion Of Distribution Network In Communities With Ongoing Projects Laceep Monrovia Areas And Laceep Af Areas Supply And Delivery Of Prepayment Meters And Connection Materials To The Lec Bushrod Warehouse Supply And Delivery Of Specialized Meters For Industrial Customers Establishment Of Scada Systems Consultancy M&E Consultant For Msc Consultancy For Environmental And Social Impact Assessment Study Consultancy For Preparation Of Resettlement Action Plan (Rap) Consultancy For Support To Sector Policy And Commission
