Power Distribution Modernization Project Formerly Electricity System Strengthening And Sustainability Project Project Supervision Consultants1 Project Scope The Power Distribution Modernization Project The Project Will Support Electricidade De Timor Leste Edtl With The Development And Operation Of Power Supply In Timor Leste To Support The Modernization Of The Power Distribution System And Provide Institutional Strengthening And Capacity Building 2 The Proposed Project Will Improve The Efficiency Security And Reliability Of Electricity Supply To Consumers By Strengthening And Modernizing The Distribution Network It Will Support Timor Leste To Avoid Ghg Emissions By Promoting Efficient Use Of Energy By Reducing Technical And Commercial Losses Edtl S Long Term Financial Sustainability Will Be Improved By Significantly Reducing Commercial Losses Through Smart Meters And Its Operational Capacity Increased 3 Scope Of Work A Project Supervision Consultant Psc Will Be Recruited To Enhance The Assurance Of Sound Project Implementation Supervision Monitoring And Reporting By Providing Technical Managerial And Project Management Advices To The Project Management Unit Pmu And Selected Contractors The Psc Shall Also Carry Out Safeguards Related Activities Of Monitoring Reporting Updating And Assisting For Implementation As Required By The Adb Safeguard Policies The Psc Team Will Be Based In The Edtl Office In Dili And Will Visit The Project Sites On A Regular Basis International And National Specialists Will Work On Intermittent Basis With National Specialists Assisting The International Specialists In Delivering The Required Outputs For Their Own Health And Safety Consultants Should Follow The Regulations And Guidance On Covid 19 Health And Safety Prevention And Controls Issued By The Client S Government Or International Good Practices In The Absence Of National Provisions
