Expression of Interest are invited for Recruitment of Consultant for the Preparation of the HSDSSP Project Implementation Completion Report ICR The consulting services the Services includes an end term evaluation of the entire HSDSSP project duration from August 2016 to December 2021 Assess the impact of the project on targeted beneficiaries and provide stakeholders with information on the performance of the project from beginning to end document important lessons learned best practices and provide practical recommendations for promising practice that can be replicated into other projects of similar interventions The end line evaluation will seek to understand the relevance efficiency effectiveness impact and as well as the achievements of the project The detailed Terms of Reference TOR for the assignment can be accessed via email from musaahcecay yahoo com The shortlisting criteria experience and qualification requirements are An advanced degree in a relevant field MD Public Health Economics Epidemiology and social science or related field with at least 7 years of progressive experience in research At least five years demonstrated experience in research and project evaluation in Sub Saharan Africa Knowledge in Research Methodologies and application of various tools including practical experience in assessments planning implementation monitoring and evaluation of projects Experience in preparation implementation evaluation World Bank projects is an added advantage Proven experience in using participatory methods as the means of data collection and analysis Fluency in spoken and written English knowledge of Sierra Leone is an added advantage Excellent quantitative and qualitative analytical and report writing skills is essential
