Togo Covid 19 Education Response ProjectThe Project Is Structured Into Four 4 Components Which Are Broken Down As Follows Component 1 Ensure The Continuity Of Learning And The Monitoring Of Student Progress This Component Will Consist Of I Supporting Distance Learning For Students From Preschool To Lower Secondary School And Monitoring Student Progress Ii Supporting The Design Of Distance Learning Content And Teacher Training Content Design And Distance Learning Pedagogy And Iii Provide A Set Of Interrelated Activities Aimed At Sensitizing Communities On The Importance Of Continuity Of Learning Gender Based Messages And Preventing And Controlling The Risk Of The Spread Of The Covid 19 Virus Component 2 Support The Safe Reopening Of Schools And The Return Of Students To Schools Support For The Safe Reopening Of Schools Will Limit Serious Repercussions On A Childs Ability To Learn The Longer Disadvantaged Children Are Away From School The Less Likely They Are To Return Children From The Poorest Households Are Already Nearly Five Times More Likely To Drop Out Of Primary School Than Those From Advantaged Households Not Attending School Also Increases The Risk Of Teenage Pregnancy Sexual Exploitation Early Marriage Violence And Other Threats In Addition Prolonged Closures Disrupt Essential School Services Such As Immunizations School Feeding Mental Health And Psychosocial Support And Can Cause Stress And Anxiety Due To The Loss Of Interaction Between Teachers And Students And The Disruption Of School Routines These Negative Effects Will Be Significantly Greater For Marginalized Children Such As Those Living In Countries Affected By Conflict And Other Protracted Crises Migrants Forcibly Displaced Persons Minorities Children With Disabilities And Children In Care In Institutions This Component Will Support The Safe Reopening And Return Of Students To Schools Subsidize Schools By Offering Them Financial Incentives To Vulnerable Families Provide Psychosocial Support To Students And School Staff As Well As Remedial Programs For At Risk Students Component 3 Strengthen The Resilience Of The System To Anticipate Future Shocks In Education Component 3 Aims To Strengthen The Education System By I Establishing Emergency Plans To Mitigate The Negative Effects Of Covid 19 Ii Ensuring Greater Allocation Of Resources To Deal With Crises And Iii Reinforcing Lessons Learned From The Covid 19 Crisis It Is Important To Note That The Duration Of The Proposed Project Is Only 18 Months And Therefore An Emergency Response Could Not Make The System Completely Resilient However Efforts To Strengthen The Resilience Of The System Will Continue Under The Upcoming Project Togo Has Been And Remains Vulnerable To Internal And External Shocks That Could Lead To The Closure Of Schools Consequently Contingency Measures Must Be Put In Place At School This Component Will Finance Contingency Plans To Better Manage Future Shocks In Education Advocating For Greater Allocation Of Resources And Reinforcing Lessons From The Covid 19 Crisis Component 4 Project Management Technical Assistance And Monitoring Evaluation Component 4 Aims To Strengthen The Management Capacity Of Mepsta Ensure The Proper Implementation Of The Covid 19 Emergency Project And Ensure The Evaluation Of Project Interventions This Component Will Support The Capacity Building Of Mepsta And Its Response Coordination Committee Around The Areas Identified By The Ministry For Its Support Including Social And Environmental Safeguards Financial Management Procurement Communication And Monitoring Project Evaluation This Component Will Finance The Management Costs Associated With The Project Including The Salaries Of The Project Coordination Unit Pcu Including The Costs Of Supervision Monitoring And Evaluation And Other Operating Costs Capacity Assessments And Other Types Of Analytical Activities Will Be Carried Out Under This Component
