Expression of Interest are invited for Consulting Services Implementation of Vat E Invoicing Solution Consulting Firm Kingdom of Lesotho Lesotho Tax Modernisation Project The aim of the project is to strengthen tax administration capacity by expanding the tax base modernising collection and compliance procedures amending and consolidating the legal framework and strengthening the institutional framework The specific objective is to engage the consultancy firm to provide Lesotho Revenue Authority with the necessary capacity to implement the VAT invoicing solutions The scope of the consultancy services includes the following but not limited to a Guide LRA to secure the latest or even the future desired VAT e invoicing solution preferably Cloud Based Solution and software b Design and implement the VAT e invoicing solution such that it is fully integrated into the already existing LRA solutions or systems c Re engineer relevant business processes to support the VAT fiscalisation through einvoicing including development of required Policies Standard Operating Procedures SOPs and Business Rules d Lead integration of Client VAT data and another relevant data into individual Clients monthly VAT Returns to facilitate automatic compliance in the form of pre population of VAT returns e Guide LRA on the most appropriate structure and governance to enable smooth implementation of the e invoicing solution f Guide LRA on the most appropriate legislative framework to enable smooth implementation and adoption of the e invoicing solution g Design and conduct survey on the Clients Point of Sale readiness towards h Develop Change Management and Communication interventions to ensure that all internal and external stakeholders support the smooth implementation of e invoicing solution
