National Aeronautics And Space Administration Nasa Langley Research Center Larc Intends To Solicit And Negotiate With Only One Source University Of Michigan Um Under The Authority Of Far 6 302 1 Nasa Larc Has A Requirement To Support Extended Mission Activities For The Cyclone Global Navigation Satellite System Cygnss Satellite Operations The Cygnss Spacecraft Were Successfully Launched On December 15 2016 As A Constellation Of Eight Microsatellites The Cygnss Measurements Have A Unique Sampling Geometry And The Deployment Of The Sensors Is Such That A Given Region May Experience Several Retrievals In A Short Period For Studying Rapidly Evolving Phenomena Filling A Critical Need For Tropical Cyclone Rapid Intensification Observations The Measurements From Cygnss Are Extremely Useful For Research In Algorithm Development Hindcasts And Process Studies The Team Continues To Develop New Versions Of Algorithms That Reduce Uncertainties In The Ocean Wind Products In Addition To Exploring Novel Applications Of The Data Including Soil Moisture Retrievals And Ionospheric Modeling The Continuity Of The Products Will Enable Both New Science Looking At Long Term Climate Variability As Well As Increasing The Sample Size Of Extreme Events Um S Unique Technical Expertise With The Cygnss Spacecraft Is Required To Effectively And Efficiently Perform Critical Engineering Services That Will Be Required To Sustain Cygnss Operations While In Orbit No Other Contractor Could Perform The Required Support For This Highly Complex System Of Eight Microsats Without A Substantial Duplication Of Cost That Cannot Be Recovered Through Competition This Is Because Any Other Source Would Be Required To Develop Specialized Expertise On The Cygnss Spacecraft And Ground Systems And Obtain An Understanding Of The Technical Challenges Previously Encountered And Resolved In Developing And Maintaining The Spacecraft Over An Extended Period Of Time This Unique Knowledge Of The Satellite Payload Technology Including Software Testing Processes And Previously Resolved Technical Issues Makes Um The Only Source Capable Of Providing The Required Services Within The Timeframe Required Without Substantial Duplication Of Cost And Without Substantial Risk Of Loss Of Level 0 Science Data Reconstructed Unprocessed Instrument And Payload Data Therefore Um Is Uniquely Qualified To Provide The Comprehensive Mission Support Services Required To Meet The Cygnss Spacecraft And Ground System Needs No Solicitation Exists Therefore Do Not Request A Copy Of The Solicitation If A Solicitation Is Released It Will Be Synopsized In Beta Sam Gov It Is The Potential Vendor S Responsibility To Monitor This Site For The Release Of Any Solicitation And Synopsis Any Questions You May Have Are To Be Submitted In Writing Via Email To Be Used For Consideration In The Development Of The Requirements This Synopsis Is For Information And Planning Purposes And Is Not To Be Construed As A Commitment By The Government Nor Will The Government Pay For Information Solicited
