Background And Context The Danish Refugee CouncilS Mandate Is The Protection Of Displaced Persons. In Djibouti, Drc Has Been Present Since 2015 Implementing Projects In Protection, Livelihoods, Hygiene Promotion, Ccm And Migration. In Terms Of Migration, Djibouti Is An Important Transit Country For Mixed Migration From The Horn Of Africa Who Travel From Obock To The Arabian Peninsula (Saudi Arabia) Via Yemen, As Well As Refugees Fleeing The Conflict In Yemen. Men, As Well As Women And Children (The Latter Representing 30% Of The Flows Through Djibouti According To Iom), Take On A Perilous Journey And Are Exposed To Multiple Rights Violations Including Extortion, Smuggling, Trafficking And Exploitation. Although Djibouti Has Ratified The International Conventions On Migration And The Protection Of Human Rights Of Migrant And Refugees, And Subsequently Enacted Laws Relating To The Trafficking And Smuggling Of Migrants And The Status Of Refugees, Challenges Remain In Their Enforcement To Ensure Those Rights Are Respected. Within A Project Funded By The Eu, Entitled Contribution To The Promotion, Protection, And Exercise Of Rights Of Migrants In The Republic Of Djibouti, One Of The Main Objectives Is To Promote And Strengthen The Response Against Smuggling And Trafficking Of Migrants And To Propose Recommendations In Terms Of Rights Protection For Victims. As Such, Drc Aims To Identify And Better Inform The Response Needed To Address The Potential Protection Gaps Through A Study On The Protection Needs Of Vulnerable Groups In Mixed Migration Flows In Djibouti Ville, With Focus On Trafficking And Smuggling. 2. Purpose The Theme Of DrcS Study Is Focused On Trafficking And Smuggling Given That: (1) Little Information And Concrete Data Exists On The Real Situation Of Victims Of Trafficking And That Of Smuggling Of Migrants In Djibouti; (2) There Is A Need To Assess The Response At The Legal, Administrative And Legislative Levels For These Victims, In An Objective Manner, In Order To Better Focus On Protection Needs Of Refugees And Migrants In Mixed Migration Flows . The Purpose Of The Study Is Therefore Twofold: I) To Improve Understanding Of The Situation Of Victims Of Trafficking And Migrant Smuggling In Djibouti; And Ii) To Establish A Strategy To Improve The Response For Victims Of Trafficking And Migrant Smuggling Through A National Consultation With The Relevant Stakeholders Involved In The Response To Migration. As Such, The Study Will Aim To Provide Concrete Evidence And Recommendations To Better Address The Protection Needs Of Victims Leading To More Targeted Programming And Awareness On The Subject. The Main Profile Of Refugees And Migrants Will Focus On Djiboutians, Eritreans, Ethiopians, Somalis And Who Migrate To And Through Djibouti Ville On Mixed Migration Journeys. 3. Key Responsibilities 3.1. Scope Of Consultancy The Study Seeks To Explore The Following Areas: Context Analysis Smuggling And Trafficking In / Through Djibouti What Types Of People Are Undertaking Mixed Migration, In/Through Djibouti Generally, And In Particular Through Djibouti Ville? What Are Their General Profiles, Such As, Age, Gender, Level Of Education, Employment Status, Status (Refugees, Asylum Seeker Etc.)? What Are The Risks Of Refugees And Migrants In And Traveling Through Djibouti Ville In Relation To Smuggling, And Trafficking? O Who Is Particularly At Risk? Profiles? What Are The Legal Frameworks For The Protection Of Victims Of Trafficking And For Smuggling In Djibouti (With Focus On Djibouti Ville) And To What Extent Are They Compliant With International Regulations? To What Extent Are Migrants Informed And Aware About Trafficking And The Risks Of Smuggling And Their Rights And Protection Awarded To Them? Protection / Service Delivery What Services Are Available For Victims Of Trafficking And To What Extent Do They Provide An Adequate Response In Terms Of International Standards? In Practice, To What Extent Are Victims Able To Access Those Services And What Are The Key Challenges In Accessing Those Services? To What Extent Are Service Providers And Government Agencies Equipped And Capable Of Identifying And Treating Victims Of Trafficking? What Is The Impact (Both Positive And Negative) Of The Extent And Quality Of Services Provided On Migrants, National Victims Of Trafficking And Host Communities? Conclusion / Recommendations What Are The Priority Protection Needs That Need To Be Addressed To Provide Adequate Response To Victims? Provide Recommendations On How To Share Existing Referral Pathways And Or Institutions Offering Tailored Services To Victims, If Applicable. 3.2. Key Tasks The Consultant Is Responsible For Conducting The Tasks Specified Below In A Timely And Meeting The Required Standards. The Final Outcome Of The Consultancy Is A Written Paper Including An Executive Summary On The Topics Detailed Above, For Which The Consultant Is Expected To Conduct The Following And Any Other Relevant Tasks, In Agreement With Drc: Develop, In Agreement With Drc, An Outline For The Content Of The Briefing Paper At The Start Of The Consultancy Conduct A Desk Research Of Secondary Data On The Topics In Order To Gather The Already Existing Information And Establish A Solid Platform To Further Define The Needs Of The Study In Terms Of Data Collection And Existing Gaps In Information Design And Lead A Consultation Process With All Relevant Informants Of The Assessment Manage Key Informant Interviews, Analysis Of Questionnaires, And Any Other Data Analysis Means Relevant To The Study O Develop/Adapt The Kii Interview Guide In Consultation With Drc Fully Draft The Briefing Paper And Provide A Final Version That Includes The Comments From Drc And The National Consultation Workshop, As Needed. The Purpose Of This Consultancy Is To Develop A Comprehensive And Up To Date Study For Drc By: Reviewing Existing Literature, Build On And Compare Existing Data On Victims Of Trafficking Including The Profiles Of Victims And Potential Victims Researching The Policies And Their Impact On Victims Of Trafficking And The Ability To Provide As Well Access To Assistance; Primary Data: - The Researcher Will Need To Carry Out A Series Of Key Informant Interviews (Kii) With Mixed Migration Stakeholders (Authorities, Civil Society, Un Agencies, Ngos And Journalists, Etc) Considering Knowledge Of/Experience With Vulnerable Refugee And Migrant Populations In Djibouti Ville O A New Tool For Kiis Should Be Adapted By The Consultant As Part Of This Case Study, Though Drc Has Examples Which Can Be Used As A Foundation. Collecting In-Depth Qualitative Information About The Availability Of Access To Services, Priority Needs And The Impact On Migrants And Host Communities In Destination Or Rather Key Countries Of Origin.
