Central African Republic Supervision Of The Implementation Of The Central African Republics Domestic Arrears Clearance Plan 2020 & 2021 Funding: Afd Abg Rca 2020 - Ccf1203 01 W Reference: Ami Rca 122020 Mfb Consultancy Service: Call For Expressions Of Interest Supervision Of The Implementation Of The Central African Republics Domestic Arriars Clearance Plan 2020 & 2021 December 12, 2020, 1. Purpose And Funding The Ministry Of Finance And Budget Of The Central African Republic Plans To Mobilize Financial Assistance From The French Development Agency (Afd) To Implement The Following Service: Supervision Of The Implementation Of The Domestic Arrears Clearance Plan For The Central African Republic 2020 & 2021. 2. Content Of The Services The Consultants Services Will Aim To Ensure The Control And Monitoring Of Domestic Arrears Clearance Operations Of State. She Will Be Particularly Involved In Contentious Situations That May Emerge From Clearance Operations. Finally, It Will Be Required To Report On Operations Since July 1, 2019 And At Each Clearance Phase Until Its Completion On December 31, 2021. A First Scoping Mission Should Verify That The Clearance System Put In Place In 2017 Is Still In Force And Has Taken Into Account The Successive Recommendations. Where Appropriate, The Mission Will Help Improve The System. The Scoping Mission Will Update The Amounts Eligible For The Clearance Process. Subject To Additional Points That The Scoping Mission Could Identify And That It Would Be Useful To Take Into Account, Each Supervision Mission Will Aim To Verify: - The Quality Of Creditors And Beneficiaries; - The Regularity Of The Clearance Process. The Service Provision Contract Will Be Contracted By The Ministry Of Finance With Funding From French Budget Support. The Duration Of The Mission Is Estimated At Eighteen (18) Months Maximum From The Date Of Signature Of The Contract Between The Central African State And The Consultant. It Must End No Later Than September 30, 2022, I.E. A Scoping Mission And Three (3) Supervision Missions, For Approximately 90 Man-Days In Total. The First Mission Will Start From The Last Supervision Report On June 30, 2019 And May Be Longer Than Subsequent Missions. This Will Consist Of Six-Monthly Supervision Missions For The Domestic Arrears Process, On The Basis Of 16 Mission Days, 14 Of Which Are On Site And 2 Are Off Site. 3. Composition Of The Team Of Key Personnel The Consultant Will Be A Specialized International Firm. He Will Surround Himself With A Team With The Appropriate Professional Qualifications. In Addition, The Team Of Experts As A Whole Must Have: - Experience In Auditing Public Accounts, Public Finance Management; - Sufficient Knowledge Of Relevant Laws, Regulations And Standards In The Central African Republic Would Be An Asset; This Includes, In Particular, Regulations Relating To Taxation, Social Security And Employment, Accounting And Accounting Information Systems, And Procurement; - A Perfect Command Of French. Regarding The Main Body Of The Team, Two (2) High-Level Experts Are Needed With Real Experience In The Field Of Public Accounting, Public Expenditure Audit, Domestic Arrears And Public Contracts: - A Mission Director; - A Main Expert. 4. Terms Of Participation The Ministry Of Finance Invites Interested Consultants To Express Their Interest In Providing The Services Described Above. Interested Consultants Must Provide Information Showing That They Are Qualified And Experienced To Perform The Services. As Such, They Will Justify That They Have Recent References For Services Similar To The Mission. This Information Must Be Presented In The Form Of A File Consisting Of The Following: I. A Letter Of Expression Of Interest Stating Their Wish To Be Shortlisted; Ii. A Brochure Presenting The Firm Indicating The Turnover Of The Last Three (3) Financial Years; Iii. Their References In Services Of Similar Complexity And Volume Within The Limit Of 20 Most Relevant References And Less Than 10 Years. The Active Telephone And / Or E-Mail Contacts Of Beneficiaries Or Donors Must Be Specified For Each Experience. The Issuance Of A Completion Certificate Is Not Necessary At This Stage Of The Procedure; Iv. A List Of The Permanent Staff Of The Firm Who Can Be Mobilized For The Services With A Summary Of Their Qualifications And Experience; V. The Contact Details Of The Head Of The Firm To Whom To Send The Result Of This Call For Expression Of Interest; Vi. All Other Information Enabling The Firms Capacities To Be Assessed; Vii. The Declaration Of Integrity, Duly Dated And Signed (Annexed To This Document Or Accessible Within The Procurement Directive On The Site Www.Afd.Fr ). The Selection Criteria For Interested Consultants Will, At The Stage Of The Call For Expression Of Interest, Relate To The Similarity / Proximity Between The Services And The Consultants References: Scope Of The Contracts Of The References Cited, Nature Of The Services, Technical Field, Context Geographical. At The Next Stage Of The Tender, Selection Will Be Based On Quality And Cost. As Such, The Selection Criteria For The Future Request For Proposals Will Give An Essential Part To The Quality Of The Methodological Proposal And To The Organization And Qualification Of The Team That Will Be Proposed. At The End Of This Phase, A Shortlist Of A Maximum Of Six (6) Consultants, Preselected On The Basis Of The Applications Received, To Whom Afd Will Send The Request For Proposals For The Performance Of The Required Services. Any Request For Additional Information Will Be Sent By Afd Within 7 Days Before The Date For Submission Of Applications.
