Maritime SchoolsTender Number Rfp3492 16 11 2020 ZtClosing Date And Time 8 January 2021 12 00Background1 1 IntroductionIn 2011 The South African Maritime Safety Authority Samsa Conducted A Maritime Skills Development Study Which Identified A Need To Build The South African Maritime Economy Through Additional Quality Education And Training To Address The Gaps That Had Been Identified Subsequently At The Maritime Skills Summit Held In Richards Bay In 2011 It Was Recommended That The Establishment Of A Maritime University Or Institute Should Be Investigated In 2013 Samsa In Collaboration With The Department Of Higher Education And Training Dhet Conducted A Feasibility Study On The Establishment Of A Maritime University Or Institute Learning Strategies Report 2013 The Study Identified The Potential For Growing The South African Maritime Economy Through A Combination Of Factors Such As Addressing Legislative And Bureaucratic Constraints Reviewing Port Charges And Ensuring The Provision Of Required Skills And Expertise To Support The Growing Maritime Sector The Study Found That South Africa Did Not Fully Meet Its Requirements In Terms Of Maritime Higher Education And That There Was Strong Support For A Focused Maritime Institute Or University To Increase The Focus On Maritime Education And To Improve Coordination To Meet The Needs Of The Maritime Sector The Study Recommended A Number Of Options Which Included The Establishment Of An Institute Hosted Within An Existing Institution That Will Foster Collaboration Between Institutions And The Sharing Of High Level Knowledge And Resources Across Multiple Institutions Focused In The Maritime Sector The Study Proposed That The Institute Should Play A Coordination And Advocacy Role And Ideally Operate From More Than One Regional Centre Possibly At Major Port Cities To Support The Collaboration Co Operation Infrastructure And Equipment Sharing This Could Possibly Be Done Through Cluster Co Operation In Other Centres As A Dedicated Facility May Not Be Necessary The South African International Maritime Institute Saimi Was Therefore Established In November 2014 As Recommended In The Study The Functions Of Saimi Include The Promotion Of The Maritime Sector Promotion And Coordination Of Maritime Research Co Ordination Of Education And Training Initiatives Across The Sector Establishing A Brand For Maritime Education In South Africa That Becomes Recognised Nationally And Internationally Developing A Knowledge Base Through Participating Institutions Working With These Partner Institutions To Develop Common Programmes And Facilitate The Sharing Of Resources And Equipment Across The Sector And Ensuring Collaboration Co Ordination And Thus Fulfilling An Advocacy Role For Promoting Maritime Education The Principle Is That Skilled And Knowledgeable People And Research And Information Resources Are Essential For The Maritime Industry To Take Advantage Of The Opportunities Presented By GovernmentS Operation Phakisa Initiative To Support Growth Of The Oceans Economy Saimi Has A Mandate To SupportAnd Deliver The Skills Development Component Of Operation Phakisa But Our Planning For The Support Of Maritime Education And Training Envisages A Lifespan Beyond Operation Phakisa The South African International Maritime Institute Saimi Focuses On The Skills Development Education And Training Research And Innovation Needed To Support The Growth Of The Maritime Economy Also Blue Or Oceans Economy In South Africa And The CountryS Participation In The Global Maritime Sector Our Work Includes Managing The National Cadet Programme Which Provides Practical Training And The Experience Working At Sea Which Is Needed For Maritime Students To Qualify As Professional Seafarers Working On International Shipping Lines This Includes Attracting The Right Students To The Programme And Profiling South Africa To Global Maritime Players As A Supplier Of Skilled Personnel Working With The Various Sectors Of The Maritime Economy From Aquaculture To Oil Gas Exploration To Boat Building To Environmental Protection To Determine Their Skills Needs And To Provide The Bridge Between Industry Government And The Education Sector To Address These Eg In Supporting Development Of New Courses And Ensuring Qualification Regulatory Requirements Are Met Note Our Definition Of The Maritime Sector Is Guided By But Not Limited To The Lab Areas Of Operation Phakisa In The Oceans Economy Developing A National Maritime Education And Training Skills Framework And Implementation Plan For The Department Of Higher Education And Training To Ensure The Country Has An Integrated Comprehensive System Of Maritime Education And Training That Responds To Industry Needs Supporting Educational Institutions From Secondary School Through To Colleges To Universities In Growing Their Capacity To Deliver Maritime Education And Training E G Through Training Of Teachers Lecturers Providing Technology Equipment Teaching Materials Supporting Research Supporting Development Of New Programmes Etc Promoting Awareness From School Level Through To Industry Of South Africa As A Maritime Nation The Opportunities E G Careers Business Investment Research Etc Offered By A Sustainable Maritime Economy And The Impact Of Human Activities On The Oceans To This End Saimi Will Shortly Be Launching A National Maritime Awareness Campaign Aimed At Building A Maritime Culture In South Africa SaimiS Role Also Extends To Contributing To Building South AfricaS International Profile As A Participant In The Global Maritime Economy Providing Research And Information Resources To The Maritime Industry And Government Supporting Maritime Policy Development To Provide An Enabling Legislative Environment For The Maritime Sector And Supporting Development Of Maritime Research Capacity At Academic Institutions We Also Work With Other Partners Such As The Department Of Trade Industry And The Transport Sector Education Training Authority Teta To Initiate Fund And Deliver Projects Directed At Skills Development That Addresses A Specific Need E G Boat Building Manufacturing Skills And Learnerships In That Industry Supporting Development Of Small Businesses In The Fishing Industry Sailing And Skippers Training That Provides An Employment Path For Disadvantaged Youth 1 2 Aims And ObjectivesThe Operation Phakisa Oceans Economy Lab Process In 2014 As Well As Maritime Skills Development Discussions Prior To That Emphasised The Need For Education And Skills Development At All Levels To Support The Growth Of The Oceans Economy This Meant That Maritime Skills Development Interventions Needed To Be Implemented From The Basic Education Level To The Tertiary Education Level Interventions At Basic Education Level Are Therefore Meant To Create Awareness About The Maritime Sector As Well As Increase Throughput For The Sector In Respect Of Production Of Graduates And Skills For The Sector Saimi Has Implemented And Facilitated Various Initiatives In This Regard Including Offering Bursaries Supporting Maritime Schools With Study Material And Teaching Aids As Well As Maritime Awareness Programmes Targeted At The Youth In Addition To The Interventions Implemented At Basic Education Level Saimi Intends To Implement Initiatives Aimed At Supporting Teacher Development In The Sector This Is Specifically Aimed At Those Who Teach Or Wish To Teach At Maritime Schools But Do Not Possess The Teaching Qualifications Or Are Not Qualified Teachers These May Include Those That May Hold Maritime Qualifications And Have An Interest In Teaching But Have No Teacher Qualifications The People That Teach Nautical Studies At Maritime High Schools For Instance Hold Seafarer Qualifications And Have Working Experience At Sea But May Not Necessarily Have A Teaching Qualification Saimi Has Therefore Identified The Need To Ensure That Individuals Who Are Already In The Education System And Those Seafarers That May Have An Interest In Teaching Are Able To Obtain An Accredited Teaching Qualification Saimi Would Therefore Like To Invite Accredited Higher Education Service Providers To Submit Proposals For 1 Impart Teaching Methodologies As Well As Practicum Through The Provision Of Standards Principles Practices And Theories That Inform Teaching And Learning 2 1 2 Provide Candidates With A Better
