Sierra Leone Free Education Project The Project Comprises The Following Five Components: Component 1 : Policy, Governance , Accountability , And System Administration; Component 2: Teacher Management And Professional Development; Component 3: School Level Education Development; Component 4: Program Management, Coordination, And Monitoring And Evaluation. Component 5 Is Contingent Emergency Response Component (Cerc), Which Allows For Rapid Reallocation Of Project Proceeds In The Event Of Natural Or Artificial Disaster Or Crisis That Has Caused Or Likely To Imminently Cause A Major Adverse Economic And/ Or Social Impact. Component 1: Policy ,Governance ,Accountability And System Administration ( Us$ 6.15):- This Component Aims To Strengthen The Education System In Areas Of Policy ,Governance ,Accountability , And Administration For Enhanced Quality Of Education Services. The Component Will Include The Following Subcomponents: A) Evidence Based Education Planning And Rationalized; And B) Curriculum And Assessment, And Gender Equality And Inclusive Education. Component 2: Teacher Management And Professional Development(Us$ 18 Million Equivalent) :- This Component Seeks To Address The Critical Teacher Quality And Management Issues Facing The Country. Both System And School Level Intervention Will Be Supported Through Three Subcomponents. They Aim To Strengthen The Ability Of The Teaching Service Commission In Workforce Planning, Teacher Deployment, And Professionalization Of The Teaching Workforce And Support The Delivery Teacher Professional Development For Primary And Jss. The Project Will Assist Data Driven Decision Making With Regard To Teacher Policy. The Component Includes The Following Two Subcomponents : A) Teacher Workforce Planning & Management; And B) Teacher Professional Development Component 3: School Level Education Development ( Us$ 36.29 Million Equivalent ):- This Component Aims To Improve The Quality Of Education And The Teaching And Learning Environment By Addressing School Level Needs. It Will Focus On Support To Improve Educational Delivery Among Primary Schools And Jsss. The Project Will Fund The Provision Of Performance Based Financing School Grants To Non-Private Schools And Will Support Effort To Strengthen The Engagement And Involvement Of Smcs In School Planning And Performance. In Addition, It Aim To Improve The Teaching And Learning Environment By Ensuring Adequate Infrastructure. The Component Has Two Subcomponents: A) Performance Based Financing; And B) Physical Improvement To The Learning Environment Component 4: Program Management, Coordination And Monitoring And Evaluation (Us$ 5.56 Million Equivalent) : -This Component Covers The Cost Of Managing The Project As Well As The Specific Activities For Monitoring And Evaluation (M & E ) And Learning Activities. Component 5: Contingent Emergency Response Component :- ( Us$ 0.00 ) : - This Component Is Included In Accordance With Op/Bp 10.00 ( Investment Project Financing ), Paragraph 12 And 13 For Contingent Emergency Response To An Eligible Crisis Or Emergency As Needed. It Allows The Government To Request The World Bank For Rapid Allocation Of Project Funds To Respond Promptly And Effectively To An Eligible Emergency Or Crisis That Is Natural Or Artificial Disaster Or Crisis That Has Caused Or Likely To Imminently Cause A Major Adverse Economic And /Or Social Impact. The Components Will Include The Procurement Of The Following Activities: · Hiring Of An Engineering Firm For The Design (Architectural Drawings, Structural Drawings Etc) And Preparation Of Bills Of Quantities For The Construction Of Classrooms · Hiring Of A Consultancy Firm For The Development Of National Teacher Registration And Certification Mechanisms And Tools · Hiring Of A Firm To Conduct Comprehensive Feasibility Study To Learn From The Use Of Existing Ict Innovations To Strengthen Support To Cluster And School Based Cpd · Hiring Of A Consulting Firm For The Development Of Content In Science, Math ,Social Studies And English (P1-P6) · Hiring Of Social Mobilization Consultant · Hiring Of Consultant To Support The Development Of An Implementation Strategy (Rural/Hardship Allowances) To Incentivizes Teacher Mobilization And Retention To The Most Disadvantages Areas. · Hiring Of A Consultant For The Development Of Equity An Inclusion Pillar For The Continuous Professional Development Of Teachers · Hiring Of Consultant For Radical Inclusion Policy Development And Implementation · Hiring Of Consultant To Support The Development Of Mentoring Framework/System At School Level · Hiring Of A Consultant To Support The Preparation Of The Training (Including Module Or Manual Development) Of School Management Committee (Smcs) Members And Teachers In Gender Education (Sbgv Prevention And Awareness ) · Procurement Of 15,000 Tablets Teachers’ Professional Development · Procurement Of 12Nr X Station Wagons And 2Nr X Staff Buses · Construction/Rehabilitation/ Reconstruction Of Classrooms
