Expression Of Interest Are Invited For Support The Government Of Malaysia, Brunei Darussalam And Singapore - Preparedness Of Covid-19 Vaccines Deployment Deadline: 30-Nov-2020 23:59 (Gmt 8.00) Beijing, Perth, Singapore, Hong Kong The Covid-19 Pandemic Has Resulted In Significant Morbidities And Mortalities Globally, Affecting Not Only Health Of People, But Also Economies And Whole Societies That People Have Never Experienced In Decades. One Key Measure To Solve Or Mitigate This Impact Is The Covid-19 Vaccines, Which Now Are Under Development At Maximum Speed By Numerous Companies And Research Institutes. The Covid-19 Vaccines Are Expected To Decrease Disease Burden And Deaths, And Possibly Create Herd Immunity In Communities. Current Estimate Of Timing That Approved Vaccines Can Be Available In Those Countries Is Thought To Be Within The Next Year Of 2021. As All Covid-19 Vaccines Are Novel And Used As Emergency, Preparedness Of Covid-19 Vaccines Are Critically Important For Successful Introduction, Which Was Learnt From Experiences Of Previous Pandemic Influenza Virus In 2009. The Mohs Of Those Countries Need The Following Preparedness For Covid-19 Vaccines Deployment With The Support Of Who, Unicef, Gavi And Other Partners Ahead Of Introduction. Preparedness For The Introduction Of Covid-19 Vaccines: Planning And Coordination Should Be Discussed With Responsible Ministries, A National Coordinating Committee And A National Technical Working Group For Covid-19 Vaccines Introduction. With Engagement With The National Regulatory Authority And Other Relevant Agencies, A Regulatory Pathway Is To Be Set-Up For The Entry Of Covid-19 Vaccines. Upon Their Request, The Regional Office Facilitates Provision On Technical Supports On All Matters Pertaining To Vaccines Regulations. Prioritizing Target Populations Should Be Determined With Estimated Available Doses Of Covid-19 Vaccines. Protocol Of Service Delivery Should Be Developed To Avoid Risk Of Transmission During Vaccination Sessions. Adequate Training And Supervision Should Be Planned For Vaccinating Personnel And Related Facilities. Efficacy And Safety Evaluation Should Be Set By Outlining Current System Of Diseases Surveillance, Pharmacovigilance And System For Reporting, Monitoring And Response To Adverse Events Including Aefis With A Set Of Recommended Indicators For Covid-19 Vaccines. Vaccines Cold-Chain And Logistics Need To Be Assessed In Accordance With Profiles Of Approved Vaccine Products. Communications With Public On Covid-19 Vaccines Should Be Planned For Benefits-Risks Of The Immunization, Including A Crisis Setting For Vaccine Confidence. Purpose/Specific Objective Of The Activity The Short-Term Consultant Is Expected To Support The Who Country Office In Malaysia In Supporting The Government Of Malaysia, Brunel Darussalam And Singapore, Represented By The Ministry Of Health (Moh) And The Ministry Of Science And Technology (Malaysia), To Help Preparedness Of Covid-19 Vaccines Deployment Which Enables The Targeted Population In Those Countries To Receive Immunization As Soon As The Vaccine Products Become Nationally Available. Description/Methods/Outputs And Deliverables Activity 1: Support On Development Of The National Deployment And Vaccination Plan (Ndvp) Support Responsible Ministries And Bodies To Develop A Practical Plan On Deployment And Service Delivery Of Covid-19 Vaccines. Discuss And Support Preparedness Of Covid-19 Vaccines Introduction In Regulatory, Surveillance, Logistics, Cold-Chain And Immunization Service Delivery. Support To Determine The Prioritized Target Populations To Be Immunized With The Covid-19 Vaccines In Line With Sage Recommendations. Activity 2: Coordinate With Responsible Ministries And Bodies To Plan And Support Training Of The Covid-19 Vaccines Introduction Support On Developing Training Materials And Plans On Covid-19 Vaccines Introduction. Support Capacity Building Of Health Care Workers And Associated Personnel On Covid-19 Vaccines Introduction. Activity 3: Technical Support For Communication Plans To Public On The Targeted Populations, Benefits And Risks Of Covid-19 Vaccines Support To Create Technical Content For Messages To Public Of Reasons Selecting The Targeted Populations With The Covid-19 Vaccines. Support To Generate Communication Addressing Benefits-Risks Of The Covid-19 Vaccines. Support To Plan For A Crisis Communication In The Case Of Severe Adverse Event, Any Events Leading To Decreased Vaccine Confidence In Public. Output 1: Support On The Ndvp To Guide Implementation Of Covid-19 Vaccines. Deliverable 1: A Practical Guidance Plan (The Ndvp) On Deployment And Vaccination Of Covid-19 Vaccines With Responsible Ministries, Who, Unicef And Other Partners. Output 2: Support Capacity Building Of Vaccinating Individuals And Bodies To Introduce Covid-19 Vaccines. Deliverable 2: Materials And A Plan Of Training Of Covid-19 Vaccines Introduction. Output 3: Providing Guidance To A Communication Plan On Any Aspects Of The Covid-19 Vaccines. Deliverable 3: A Guidance Report Including Written Comments And Plans On Communication Of The Covid-19 Vaccines With Responsible Ministries, Who, Unicef And Other Partners. Qualifications & Experience Education Degree In Medicine (Mandatory), Degree In Public Health (Preferred) Experience Minimum Five Years Of Experience In Immunization Programmes. Experience In Influenza And Adult Vaccination Deployment Such As For Health Care Workers Is An Asset. Technical Skills & Knowledge Knowledge And Skills In Health Workforce Related In Immunization Program. Technical Background In Influenza And Adult Vaccinations Such As For Health Care Workers Is An Asset. Languages Fluency In English (Reading, Writing And Speaking). Competencies Communicating In A Credible And Effective Way. Producing Results. Moving Forward In A Changing Environment. Fostering Integration And Teamwork. Knowing And Managing Yourself.
