South Africa program has been designed to undertake an array of well coordinated actions aimed at creating a market wide result in the South African construction sector The Ghana Green Buildings Program also aims to increase the demand and construction of green buildings in Ghana reducing expected demand side pressure on the consumption of energy and water as well as reducing GHG emissionsThe objective of the end of term review is to systematically assess the overall performance of both the South Africa and Ghana Green Building Program through December 2020 to ensure the accountability of resilience Buildings have been identified as a key climate intervention asglobally as they consume 33 of energy produced 40 of total water consumption and produce 18 of Green House Gases GHG In South Africa the GHG contribution by buildings is even higher than theglobal average at 23 By diverting the construction industry in South Africa to a resource efficientpath the green building program provides a positive contribution to the environment and addressesclimate change by reducing water and energy consumption in buildings To date start of program in 2015 the South African market has failed to produce cost effective resource efficient buildings in sufficient scale because of several barriers 1 Insufficient access to finance due to unfamiliarity with green buildings characteristic andinexperience in structuring appropriate green finance products e g green mortgages amongfinancial institutions 2 Information asymmetry in the market perceptions of costs for the green component are muchhigher than reality given falling technology costs while data on the financial benefits are scarce 3 Builders developers resist change due to lack of information and knowledge on green buildingdesign technologies and materials 4 Buyers are not aware of the benefits of green buildings and are hesitant to pay a higher upfrontcost 5 Financial institutions are thus hesitant on taking the risk of financing green developments asthey are not sure of the uptake for these more expensive homes 6 The uptake of voluntary green building certification has not achieved scale The existingcertification system in the country Green Star SA is focused on the commercial sector and hascertified only two residential buildings The EDGESA program has been designed to undertake an array of well coordinated actions aimed atcreating a market wide result in the South African construction sector The program will focus onincreasing the construction of green buildings in the housing sector by addressing the barriers identifiedabove It is expected that by FY2020H1 the program will result in 4 Fricker Road Illovo Johannesburg South Africa www ifc org Page 2 of 71 12 600 of new residential units certified as green cumulative the program will reach 15 of all newunits excludingsubsidized housing in H1FY2020 certified as green 2 cumulative savings of 26 GWh of electricity 3 cumulative GBCSA 4 Create Awareness of Green Finance1 2 GHANAGhana has been experiencing rapid growth and urbanization with the urban population more thantripling from 4 million in 1984 to 14 million in 2014 out of a current population of 29 million With thisrapid urbanization demand has outstripped supply and there is a housing shortfall estimated at 1 7million homes CAHF 2017 While there has been growth in the construction industry at a rate of 31 per annum Ghana Statistical Service 2015 to meet this demand this increase in the volume ofbuildings has placed further stress on constrained energy water and sanitation systems The existingbuilding code does not include resource efficient practices such as energy and water efficient practices green building practices In addition there is a lack of adequate enforcement of this code with manysmall developers constructing low quality buildings that do not adhere to the existing legalrequirements Within the construction sector there is a low level of awareness of the positive impact that sustainablebuilding practices could have in minimizing demand on already constrained energy and water resources Ministry of Energy 2010 Therefore sustainable considerations are often not factored into importantdecisions relating to the choice of building materials construction and building design methods thatcould reduce water and energy usage In in their survey of 100 architects contractors and quantitysurveyors Ametepey et al 2015 identified barriers to sustainable construction to include lack oflegislation and regulation management lack of leadership technical lack of sustainabilitymeasurement tools lack of awareness fear of higher investment costs and cultural resistance tochange In many markets around the world professional bodies such as architectural and engineeringbodies and green building councils are pro actively educating and training their members in sustainablebuilding practices while in Ghana this awareness raising and capacity building hasbeen extremely limited Access to finance for home buyers is limited with approximately 6
