Honduras Early Childhood Education Improvement Project Quality Improvement In Pre-Basic Education In Honduras The Project Will Comprise The Following Components: Component 1: Strengthening Of The Institutional Capacity Of The Ministry Of Education (Se) For The Management Of Pre-Basic Education. The Component Will Strengthen The Se In Two Ways. First, The Component Will Strengthen The Key Enabling Conditions Of The Es For The Sustainable Management Of Pre-Basic Education, In: (I) The Design And Implementation Of Regulations And Guidelines For The Management Of Pre-Basic Education (Pre-Basic Education Management Model (Mep ) For Pre-Basic Education Service Providers); (Ii) Community Participation And Support For The Management Of Pre-Basic Education; And (Iii) Sufficient And Qualified Human Resources To Manage The Level Of Pre-Basic Education. Second, The Component Will Improve The Ses Planning And Monitoring Systems, Which Will Allow The Se To Efficiently Manage The Education Sector. Component 2: Updating Of The Curriculum Design For All Modalities Of Attention At The Pre-Basic Education Level And Improvement Of Teaching Practices In Pre-Basic Education Centers (Cepb) And Community Pre-Basic Education Centers (Ccepreb). Component 2 Aims To Improve The Quality Of Teaching Practices In Pre-Basic Education Classrooms By Increasing The Relevance Of Content In Pre-Basic Education Programs, Providing Pre-Basic Education Learning Materials, And Supporting The Implementation Of Improved Pedagogical Practices. To Evaluate These Interventions, The Component Will Also Support A Monitoring And Evaluation System (M&E) For Early Childhood Learning And The Quality Of Learning Spaces At The Pre-Basic Education Level, Including The Performance Of Teachers And Educators. Component 3: Improvement Of The Physical Learning Environments In Selected Pre-Basic Education Centers Serving Children In Targeted Areas.Component 3 Aims To Improve Access To Child-Centered, Learning-Oriented, Inclusive, Resilient And Sustainable Physical Pre-Basic Education Environments For Children In Targeted Areas To Improve Equity Of Educational Outcomes. Under This Component, Classrooms Will Be Built, Expanded And / Or Rehabilitated In Existing Public Pre-Basic Education Centers (In Total 224 Classrooms Built, Expanded Or Rehabilitated), Guaranteeing Quality Conditions To Promote Learning And Promote Early Access For Children And Transition To The Different Degrees Of Pre-Basic Education. Interventions Will Include Community Participation Processes Aimed At Ensuring Local Adaptation, Social Auditing And Sustainability, Component 4: Project Management And Evaluation . Component 4 Will Support The Strengthening Of The Capacity Of The Ministry Of Education (Se) To Manage And Supervise The Implementation Of The Project, As Well As The Monitoring And Evaluation Of The Objectives And Results Of The Project (Including The Verification Of Indicators Linked To Disbursements In Their Acronym In English - Dli). The Component Will Finance The Following Activities: (I) Salaries Of The Project Coordinating Unit (Pcu) Staff And Operating Costs During Project Implementation; (Ii) Establish A System To Track Funds By Source And In Accordance With Project Financial Management (Gf) Arrangements; (Iii) Audits; And (Iv) Hiring All Independent Verification Agents To Verify Dli. Component 5: Contingent Of Emergency Response . This Component Will Provide An Immediate Response To Eligible Emergencies By Reflecting The Strategic Approach Adopted In Honduras Throughout The World Bank Portfolio. As Such, In The Event Of An Eligible Emergency (As Defined In The Contingent Emergency Response Component Operations Manual Prepared And Adopted By The Government Of Honduras), Component 5 Will Finance Emergency Activities And Expenditures Through Reallocation Of Project Funds, Within The Conditions Stipulated In The Referred Manual.
