Expression of Interest are invited for International Advisory Services to Study Alternative Sources of Financing for Emergency Medical Services in Uzbekistan The consulting services the Services include Analyze of existing emergency medical services financing and based on international best practice propose options for alternative financing of pre hospital ambulance and hospital emergency medical service in Uzbekistan Conduct analysis of the costs of pre hospital and in hospital EMS and develop cost effective financing schemes Prepare a detailed report on international experience and best practice EMS funding and propose pilot implementation of new funding mechanism in Uzbekistan When the opportunity arises COVID 19 situation Consultant will visit Uzbekistan to have field trips to the regional branches of the EMS together with a local financial consultant If this is not possible the visits will be replaced by other forms of communication such as videoconferencing Based on the results of the work an international consultant will prepare a presentation on new and effective financing mechanisms for ambulance and hospital emergency medical services with a recommended plan of necessary measures to the expert group of the Ministry of Health MOH and a working group of the Republican Scientific Center of Emergency Medical Aid RSCEMA
