Expression of Interest are invited for Advisory Services to Ministry of Construction on Modernization of Urban and Regional Planning Practices in Uzbekistan (Phase 1 - International).
The main objectives for international consultant is:
Review and assess the current approach to regional territorial and urban planning practice in Uzbekistan and identify specific opportunity areas for modernization.
Review and assess the adequacy of the territorial and urban development regulatory framework advising on, among others:
At national level, the need for a territorial strategy, and how this could be implemented, in terms of policy and implementation responsibilities within GoU
At urban level, zoning, development control, building codes, construction permitting processes, in terms of formulation and responsibilities for enforcement within GoU
Provide recommendations on these and other decision-making points and instruments at the national and sub-national level, with a particular emphasis on coordination, efficiency and resilience.
Assist MoC to develop a country-relevant methodology for a Sustainable Cities rapid assessment of the performance of the urban form and urban capacity, including for response and adaptation during extreme shocks like the COVID-19 pandemic
Subsequently assist MoC during the first round of “post-COVID19 Urban Performance Rapid Assessment” (post-COVID19 UPRA) for a group of selected test cities
This is a time-based consultancy and the (International Expert Resident Advisor IERA) Consultant will be considered a full-time member of the Department of and Regional Urban Development, Ministry of Construction, for the duration of the assignment.
The duration of this assignment to cover Phase I will be 8 months. At the end of Phase 1, the PIU, in consultation with MoC and based on needs and performance, will decide if an further support would be required to be extended to provide assistance also during Phase 2.

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” dated July 2016, revised November 2017 and August 2018 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
A Consultant will be selected in accordance with the Selection of Individual Consultants method set out in the Procurement Regulations.
The selection criteria are:
Master’s degree in urban planning and at minimum 10 years of documented hand-on experience in regional and municipal urban planning or related fields
Comprehensive understanding of the principles of regional and urban planning, command of planning instruments both at strategic and binding levels and familiarity with issues at the local level in the execution of plans. Documented relevant experience commensurable to the required task, in particular advising government bodies and/or cities on issues of urban planning modernization/reform and institutional strengthening.
Familiarity with urban planning practices in CIS countries will offer an advantage
Extensive experience in the formulation and implementation of capacity development programs including peer learning methods and the development of training modules and tools
Experience in the facilitation of participatory processes
Experience in performance assessments
Fluent knowledge of English. Fluency in Russian would be an advantage.
