Subnational Strengthening And Mainstreaming Of Transparency In The Extractive Sector Subnational Strengthening And Transversalization Of Transparency In The Extractive Sector Implementation Of The Extractive Industries Transparency Project The Project Will Comprise The Following Components Component 1 Identification Of Four Selected Regions Municipalities Stakeholder Training And Capacity Building Carry Out A Study To Identify And Select Four Regions Municipalities In Which To Implement Eiti At The Subnational Level The Study I Would Conduct A Local Stakeholder Mapping And Make An Assessment Of Materiality Factors Throughout The Extractive Industries Value Chain And Social Dynamics In Each Of The Selected Regions Municipalities Even With Regarding The Interests Of The Interested Parties And The Power Of Influence Ii Collect And Evaluate Information On Citizens Concerns Through A Field Trip To Refine The Aforementioned Evaluation Iii Within The First Six Months Of The Project Determine Whether The Scope Of The Work Would Be Regional Departmental In Coordination With The Department Or If It Should Be Implemented Directly By The Municipalities And Iv Subsequently And Consequently Identify Four Selected Regions Municipalities Where The Implementation Of The Eiti Locally Would Have The Maximum Impact On Development Build Capacity Through The Delivery Of Training To Stakeholders Of The Regional Municipal Governments And Civil Society Of The Four Selected Regions Municipalities To I Improve Their Knowledge Of The Extraction Sector Governance Operation Of Extractive Industries And Regulations Associated Challenges Ii Facilitate The Identification Of Their Information Needs And Existing Information Gaps With Respect To The Transparent Disclosure Of Data Related To The Extractive Sector And Iii Facilitate Its Development Of A Local Municipality A Commitment Strategy To Locally Communicate Information About The Sector That Is Produced From Eiti Reports Develop Capacities In Extractive Industries Regional Municipal Governments National Institutions And Civil Society In The Four Selected Regions Municipalities Through Among Other Things Workshops And Training Sessions To When Possible Facilitate The Creation Of Groups Of Multiple Stakeholders At The Local Level To Implement Eiti In Each Of The Selected Regions Municipalities Build Capacities In Each Multistakeholder Group At The Sub National Level On Their Establishment Through Among Others The Delivery Of At Least 4 Workshops To Facilitate Their Direction Of The Eiti Process At The Local Level And To Facilitate Their Supervision Of The Creation Of Sub National Eiti Reports Component 2 Support For The Sub National Eiti Report Provide Financial And Technical Assistance For The Implementation Of Eiti In Each Of The Four Selected Regions Municipalities Through The Ministry Of Mines And Energy To Carry Out The Following Preparation Of An Eiti Report Template And In The Production Of A Sub National Eiti Report In Each Selected Region Municipality That Will Be Included In The National Eiti Report Of The Member Country And That Will Contain Information On 1 Data Provider Agencies The Data Capture Process And Data Quality Assurance Mechanisms 2 Information On How Revenues Are Generated Through Different Channels In The Extractive Sector At The Municipal Level And3 Data On How Royalties Received By Municipalities Have Been Spent Or Invested AndCreation Of Annual Sub National Eiti Work Plans At Regional Municipal Level Where Possible Provide Technical Assistance And Capacity Building In Extractive Industries Regional Municipal Government National Institutions And Civil Society In The Four Selected Regions Municipalities Among Other Things Helping In The Preparation Of A Manual And The Dissemination Of The Lessons Learned From The Development And Dissemination Of Eiti Regional Reports And A Model Reporting Template To Support Enhanced Use Of The Member Countrys Online Eiti Data Reporting Platform And Facilitate Sub National Eiti Reporting Component 3 Support In Increasing The Demand For Transparency To Increase Transparency The Following Activities Will Be Carried Out Dissemination Of The Four Eiti Sub National Reports Report Templates And Template Report Template Together With Lessons Learned Through At Least 10 Workshops In 10 Regions Municipalities Including The Four Selected Regions Municipalities Capacity Building Of Local Actors Especially Civil Society In The Ten Regions Municipalities Through At Least 20 Workshops To Methods To Incorporate A Culture Of Transparency And Accountability In Their Own Agencies Facilitating Greater Awareness Of The Benefits Of Transparency In The Public Sector Showing The Colombian Eiti As An Example Component 4 Project Management And Coordination Project Management And Operational Support Provide Support To The National Eiti Secretariat In Project Management And Operational Support And The Decentralized Implementation Of Eiti At The Sub National Level In The Four Selected Municipalities Regions Including The Acquisition Of Personnel Purchase Of Office Equipment And Holding Of Meetings And Conferences As Agreed In The Plan Of Acquisitions
