Promoting Early Childhood Development ProjectThis Project Is Co Financed By An International Development Association Ida Credit Of Us 59 5 Million And The Following Two Grants I A Global Partnership For Education Gpe Multiplier Fund Grant Of Us 9 5 Million And Ii A Global Partnership For Results Based Approaches Gprba Grant Of Us 4 85 Million The Government Of Uzbekistan Intends To Apply Part Of The Proceeds To Payments For Goods Works Non Consulting Services And Consulting Services To Be Procured Under This Project The Project Will Include The Following Components Component 1 Improving Quality Of Preschool Education Total Cost Us 5 3 Million This Component Comprises Two Clusters Of Activities One On Quality And One On System Capacity And Governance The Activities To Be Financed By This Component Include Technical Assistance To Define Requirements And Teachers Competencies For Child Centered Approaches To Teaching In Line With International Good Practices The Logistical Support For Training A Considerable Number Of Public Preschool Teachers Purchase And Installation Of Printing Equipment Supplies For This Equipment And Training In Its Operation To Promote A Cost Effective Production Of Teaching And Learning Materials Technical Assistance To Develop A Framework For Professional Development Of Preschool Education Staff Including The Development Of Models For Expanding The Offer Of Training Programs Technical Assistance To Develop A Capacity Enhancement Plan For Uzbekistan S Preschool Education System And Also Finance Technical Assistance And Logistical Support For Its Implementation Technical Assistance For The Design And Implementation Of Evaluations Studies Surveys Or Other Information Gathering Efforts The Design And Implementation Of Communication And Awareness Raising Campaigns Plan Technical Assistance To Review Or Develop Regulations To Promote Inclusive Preschool Education For Children With Disabilities Or Special Educational Needs Technical Assistance To Review Or Develop Regulations On Climate Vulnerability To Natural Hazards And Seismic Resilience Of Preschool Buildings Logistical Support For A Forum For Cross Sectoral Systematic Discussions Of Holistic Early Childhood Development Initiatives Promoted Through The Project Component 2 Increasing Access To Quality Early Learning Environments Total Cost Us 50 1 Million This Component Would Support The Improvement Of Quality Of Early Learning Environments As Well As Non Center Based Activities For Children Not Enrolled In Preschools Which Are Expected To Lead To An Increase In Access To Preschool Education The Activities To Be Financed By This Component Include Purchase Of Modern Child Friendly And Age Appropriate Equipment And Furniture As Well As Teaching And Learning Materials Purchase And Distribution Of Laptop Computers And Printers To Ensure Connectivity Reporting Capability And Efficient Management Of The Preschool Education Management Information System The Development Implementation And Evaluation Of The Following Non Center Based Alternative Models Of Ecd Service Provision I A Home Visiting Program Focused On The First 1 000 Days Of Life Of Children And Ii An Early Learning Playgroup Community Based Program For Children Between 3 And 6 Years Old And Iii A Home Visiting Special Needs Education Program For Children Ages 3 To 6 Design And Implementation Of An Evaluation Of The Impacts Of The Alternative Models Mentioned Above Emergency Support To Address The Impacts Of The Covid 19 Pandemic On Preschool Education Students Teachers And Institutions Component 3 Partnering With The Private Sector Through A Social Impact Bond Total Cost Us 11 35 Million This Component Would Provide Support To The Design And Implementation Of An Innovative Impact Financing Approach A Social Impact Bond Sib Through Partnerships With Private Providers Preschools A Sib Is A Results Based Financing Rbf Mechanism That Ties Financial Returns And Payments To Rigorously Measured Social Results The Activities To Be Financed By This Component Include Assessment Of The Implementation Of The Social Impact Bond Sib And Independent Verification Of Sib Results Component 4 Establishing An Education Quality Measurement System Total Cost 5 9 Million This Component Would Support The Establishment Of A System To Measure Education Quality For Informed Decision Making In Uzbekistan This System Would Cover Preschool And General Secondary Education Which Is Known As Continuous Education In The Country The Activities To Be Financed By This Component Include The Procurement Of Goods Ict Equipment Furniture And Supplies For The National Center For Quality Education Ncqe And Regional Departments Of The State Inspectorate For Supervision Of Quality Of Education Sisqe Strategic Guidance For The Operation Of The Ncqe Development And Maintenance Of A Website For The Ncqe Technical Assistance For The Development And Implementation Of A System To Assess The Preschool Education Quality Pre Test Of The Preschool Education Quality Measurement Instruments Training For The Implementation Of The Preschool Education Quality Assessment System Provision Of Logistical Support For The Assessment Of Preschool Education Quality Development Of A Framework And Implementation Plan For Establishing A Large Scale National Assessment System In General Secondary Education Development Of Standardized Items For National Assessments Of Learning Outcomes In General Secondary Education Assistance To The Implementation Of A Large Scale Assessment System For General Secondary Education Development Of A Student Assessment Management Information System Technical Assistance Training Activities Travels Domestic And International Associated To Trainings And Logistical Support To Build The Capacity In Students Assessments Participation Or Membership Fees Charged By Organizations That Hold The Property Rights For Such Large Scale Students Assessments Surveys As Well As Technical Assistance And Logistical Support To The Implementation Of These Assessments Or Surveys In Uzbekistan Development Of A Framework To Build Local Capacity And A Pool Of Student Assessment Specialists In Uzbekistan Development And Implementation Of Communication Campaigns In Students Assessments Component 5 Supporting Project Management Total Cost Us 1 2 Million Activities Related To Day To Day Project Management Its Monitoring And Auditing Are Supported By This Component The Activities To Be Financed By This Component Include Purchase Of One Vehicle
