Tenders are invited for Secondhand Vehicles 1 The Government of the Kingdom of Tonga has received financing from the Asian Development Bank ADB towards the cost of the Outer Island Renewable Energy Project and it intends to apply part of the proceeds towards payment under the contract named above Bidding is open to Bidders from eligible source countries of the ADB 2 The Ministry of Meteorology Energy Information Disaster Management Environment Climate Change and Communications MEIDECC the Employer invites sealed bids from eligible Bidders for the ICB P4 EQUIPMENT 02 package which includes seven 7 Lots as follows Lot 1 1 Double Cab Ute second hand Lot 2 1 Knuckle boom mounted crane truck second hand Lot 3 2 Compact Mini Excavators second hand with 2 Trailers for the Excavators second hand Lot 4 1 Tractor second hand with 1 x Trenching Machine attachment second hand Lot 5 1 Spare Full Trenching Machine Attachment same as above second hand Lot 6 1 Tractor second hand with 1 x Rock Saw attachment second hand Lot 7 1 Telehandler second hand All Lots 1 7 are to be delivered Incoterm DDP to the Domestic Ferry Wharf Nuku alofa Tongatapu within a maximum of four 4 months from contract signing All Lots also have to be cleared through the Customs process before delivery to the Domestic wharf Please note that there shall be no customs or duty levied upon the equipment as they are for a Development Partner funded project but there may be fees and administration costs that need to be covered by the Bidder In addition there will be transportation costs to move the goods from the international wharf to the domestic wharf and the Bidder is responsible for this A Bidder may bid for any one Lot more than one Lot or for all of the Lots 3 International Competitive Bidding ICB will be conducted in accordance with the ADB s Single Stage One Envelope bidding procedure and is open to all eligible Bidders as described in the Bidding Document 4 Only eligible Bidders with the following key qualifications should participate in this bidding Net worth for the last year calculated as the difference between total assets and total liabilities should be positive Minimum average annual turnover of US 1 000 000 one million averaged over the total payments received by the Bidder for contracts completed or under execution over the last three 3 years 2017 2018 and 2019 Availability of or access to liquid assets lines of credit and other finances sufficient to meet cashflow requirement which is at least US 1 000 000 one million Successful completion as main supplier within the last three 3 years of at least one 1 contract valued at US 1 000 000 one million The qualification criteria are more completely described in the Bidding Document 5 To obtain further information and inspect the Bidding Documents Bidders should contact via the link on the Tenderlink platform Mr Johnny LillisProject Manager OIREPEnergy Division MEIDECCEmail johnny energyforgood euTel 676 888 00056 To receive the Bidding Documents in English eligible Bidders should download the Bidding Documents for the OIREP ICB P4 EQUIPMENT 02 package from the Tenderlink platform 7 Deliver your bids Soft copy only via the on line Tenderlink platform On or before 23 September at 14 00 hours Local Time at which time the on line link shall close and not receive any more bids Together with the Bid Securing Declaration as described in the Bidding Document Late bids will be rejected Bids will be opened online immediately after the deadline for bid submission in the presence of Bidders representatives who choose to log in at that time
