Advisory Services Support BB BANK BUDGETIndividual FirmThe consultant will be a firm Assignment DescriptionThe Government of Mozambique represented by the Maputo Municipal Council MMC has applied for financing from the World Bank to improving urban infrastructure and strengthen institutional capacity for sustainable urbanization in Maputo In response to this request World Bank is preparing the Maputo Urban Transformation Project MUTP with expected approval in early 2021 The key components of MUTP have already been elaborated and summarized in the Project Concept Note published at http documents worldbank org curated en 561801576337186897 Concept Project Information Document PID Maputo Urban Transformation Project P171449 Established in June 2017 the City Resilience Program CRP is a multi donor initiative aimed at increasing financing for urban resilience The program has been supported by contributions from the Swiss Confederation State Secretariat for Economic Affairs SECO the Austrian Federal Ministry of Finance and GFDRR The CRP provides upstream technical support focused on facilitating access to public and private financing for resilience related urban infrastructure investments Such facilitating activities include upstream analysis of enabling market and regulatory environment for various forms of project financing in a specific city strategic guidance to project teams on potential areas for expanded funding and financing resources for urban resilience initiatives financial and regulatory analysis related to a specific project concept and moderation of specific transaction advisory services The City Resilience Program is supporting MUTP task team with advisory services aimed at exploring opportunities for land value capture LVC and unlocking opportunities for private participation in resilience related infrastructure upgrades as part of MUTP The components of MUTP where LVC appears particularly instrumental are the following Revitalization of Maputos City Center anchored around the 200 hectare area known as Baixa which holds the largest concentration of government financial commercial cultural and social activities in the country and is also the epicenter for the Maputos transportation system Baixas revitalization agenda builds upon key priorities of the Partial Urban Plan of Baixa and envisions upgrades in urban infrastructure public spaces and urban mobility systems Facilitating sustainable urban growth and infrastructure development in KaTembe the urban expansion area located across the bay from central Maputo which had remained disconnected from central Maputo until the opening of the Maputo Katembe Bridge in the end of 2018 This Request for Expression of Interest solicits advisory services to analyze background conditions policy regulatory economic land and property markets and to identify opportunities for LVC in Maputo The specific interest lines of this assignment are associated with the following activities i Capacity building for MCC by conducting training workshops for LVC in the Maputo context ii Policy level reviews and recommendations for activation of land value capture in Maputo including assessment of how current land regulations and land administration systems and practices are favoring or hindering application of various forms of LVC iii Review of precedent LVC transactions in Mozambique Sub Saharan Africa Latin America and other relevant contexts iv Identification of concrete potential LVC opportunities in Maputo Baixa or Katembe linked to specific capital investment opportunities in resilient urban infrastructure v Developing a business case for a specific LVC opportunity to include validation of market context and capacity pro forma financial modelling of associated public and private sectors cash flow and overview of pertaining regulations and precedent regulatory land tenure and other conditions vi Indicative roadmap of implementing the analyzed land value capture opportunity indicating the roles of major stakeholders public and private sector counterparts and key transaction facilitators to indicate a arrange of required counselling and transaction management service providers etc Desk based work is expected to begin in early July with an in person mission or a video conference should COVID 19 continue to preclude travel including the WB Task Team COVID permitting Consultant is expected to be available for meetings in Maputo for a week in August Main body of EOI response should be limited to 20 pages Additional annexes may be included Qualification Criteria 1 Provide information on the core business of the firm years in business and ability to operate in Mozambique Availability of Portuguese speaking pool of experts is a significant advantage 2 Provide information showing the firm is qualified in the field of the assignment in particular good understanding of land value capture Relevant advisory track record needs to be indicated along with information on technical and managerial capabilities of the firm 3 Ability to access data on Maputo land market data and capacity to analyze and project Maputos land and real estate market trends land legislation local regulations including land tenure systems land use management systems state of cadaster and property records 4 Provide information on the qualifications of key staff who could deliver this assignment with a particular focus on 1 land value capture 2 land management systems and regulations 3 real estate LVC inancial modelling 4 climate resilience
