logistics costs that has hampered the countrys trade competitiveness and opportunities for economic diversification the Royal Government of Cambodia has launched a comprehensive program of institutional policy and regulatory reforms and infrastructure development The Ministry of Public Works and Transportation MPWT is leading in the development of a hub and spokes network of logistics facilities all over the country The proposed logistics complex project linked to the Sihanoukville Port will be the first and one of two priority complexes targeted to be operational over the medium term The Sihanoukville port logistics complex the Project is envisioned to provide integrated various modern value added logistics services largely for goods cargo transiting through the port of Sihanoukville In the long term the facility is expected to function as a hub linking with other complexes and satellite facilities to be developed under the governments program The International Finance Corporation IFC has been engaged by MPWT and the Ministry of Economy and Finance MEF together referred as the Client to advise in the conduct of full due diligence transaction structuring tender and award of a Public Private Partnership PPP contract to a qualified private partner the Transaction who will be responsible for the development financing construction and operations of the Project This engagement follows a preliminary feasibility study undertaken by IFC in 2019 2020 the IFC Report that established the potential viability of the Project to be implemented under a PPP arrangement The study included a technical engineering analysis a legal regulatory review environmental and social E S scoping and an initial business plan with financial feasibility analysis IFC is looking to hire an international technical consultant the Consultant specialized in logistics hub development and operations to provide technical support during due diligence transaction structuring and tender process implementation This support relates to all technical economic and E S aspects of the Project including technical and economic due diligence E S scoping study assessment of the viability of the Project recommendations on the Project scope definition development of the Project technical design specifications technical inputs for the tender documents and throughout the bid process support in local and international consultations and marketing efforts relating to the Project FUNDING SOURCEThe World Bank Group intends to finance the assignment services described below
