Tenders are invited for Supply Commissioning and Warranty of a Tugboat 1 The Independent State of Samoa has received financing from the Asian Development Bank ADB toward the cost of Enhancing Safety Security and Sustainability of Apia Port and it intends to apply part of the proceeds of this financing to payments under the contracts named above Bidding is open to bidders from eligible source countries of ADB All those bidders who participated in the previous bidding procedure that was discharged if interested are required to submit their bid afresh 2 The Samoa Ports Authority the Purchaser invites sealed bids from eligible bidders for Supply Commissioning and Warranty of a Tugboat To be eligible for award of the contract bidders shall meet the qualification criteria stipulated in the bidding documents including the following Successful completion as main supplier within the last 5 five years of at least 10 ten contracts each valued at US 5 million or more with nature and complexity similar to the scope of this supply Minimum average annual turnover of 10million calculated as total payments received by the Bidder for contracts completed or under execution over the last 3 years 3 International Competitive Bidding ICB will be conducted in accordance with the ADB s Single Stage One Envelope bidding procedure and is open to all bidders from eligible countries as described in the Bidding Document 4 The bidding documents may be inspected or obtained free of charge at https www tenderlink com spa Bidders that are not yet registered with Tenderlink are required to register as a supplier to enable downloading of the tender documents Bid addenda clarifications etc will be issued only to those entities that have obtained the bidding document from official source or through Tenderlink and formally registered their interest 5 Bids must be submitted through Tenderlink on or before the deadline As stipulated in the bidding documents or as may be amended together with a Bid Security as described in Section 2 of the Bidding Documents 6 Bids will be opened immediately after the deadline for bid submission in the presence of bidders representatives who choose to attend
