Employment Support ProjectThe Project Will Include The Following Components Component 1 Enhancing The Scope And Effectiveness Of The Self Employment Program Sep The Objective Of This Component Is To Support The Scale Up Of The Sep And Improve Its Effectiveness By Diversifying The Economic Sectors Of Sep Businesses And Complementing The Existing Sep With Additional Services Starting 2021 The Project Will Support About 5 000 Sep Beneficiaries Per Year With Non Livestock Assets In Addition To About 10 000 Beneficiaries Per Year Receiving Livestock Assets As Part Of The Sep Sponsored By The Government The Project Will Support Sep Beneficiaries Who Plan To Start An Income Generating Activity Not Related To Livestock And Hence Will Provide In Kind Assets Exclusively In The Form Of Machinery Tools And Equipment Component 2 Strengthening Employment Services And Programs The Objective Of Component 2 Is To Improve The Ses Capacity To Perform Its Core Tasks Including Clients Assessment Counseling Job Matching And Referral To Appropriate Employment Programs It Also Aims To Support The Mlspp S Efforts To Expand And Improve The Vtcs Beneficiaries Of This Component Are The Inactive And Unemployed Registered With The Ses With A Focus On Women Youth Idps And The Tssa Beneficiaries This Component Complements The First Component In Achieving The Overall Objective Of The Project As It Will Allow The Ses To Adequately Segment Ses Clients Between The Sep And Other Employment Programs Some Ses Clients Might Not Have The Skills Or Motivation Required For Entrepreneurship And Would Therefore Be Better Served Through Other Forms Of Assistance Component 3 Project Management Monitoring And Evaluation The Objective Of This Component Is To Strengthen The Capacity Of The Mlspp To Implement The Proposed Project And Use M E Data On Labor Market Interventions That The Ministry Implements Including Through The Ses This Component Will Inform Evidence Based Policy Making By Providing The Government With A Strengthened M E System This System Will Be A Critical Input To Labor Policy Decisions In The Future
