Expression of Interest are invited for Elaboration of the Resettlement Plan of the Project for the Construction of Networks and Pumping Stations of the Sanitary Sewer System 3-Phases 2 and 3, and the Accompaniment during its Implementation. The Municipal Company of Potable Water and Sewerage of Guayaquil, EP EMAPAG EP has received funding from the Agence Française de Développement (the "AFD"), and intends to use a part of this amount to make payments related to consulting services for the System 3 Sanitary Sewer Program. The Services of the Applicant will have as their object the “Preparation of the Resettlement Plan of the Project for the Construction of Networks and Pumping Stations of the Sanitary Sewer System 3-Phases 2 and 3, and the Accompaniment during its Implementation”. The estimated time-input volume of Key Expert services is 14 man-months over a 7-month period. EMAPAG EP invites Applicants to express their interest in providing the Services described in Annex 2 - Project Description. This Request for Expressions of Interest is addressed to: q Study offices q Individual consultants q NGOs q NGOs and study office (s) incorporated in an APCA (Participating Association, Consortium or Association) The eligibility criteria for AFD financing are established in Sub-Clause 1.3 of the "Procurement Rules for AFD-Financed Contracts in Foreign Countries", available on the AFD website http://www.afd.fr. Applicants can only file a single application on their own behalf or as a member of an APCA. If an Applicant (including an APCA member) submits or participates in multiple applications, they will be rejected. Instead, the same Sub-consultant can participate in several requests. If the Applicant is an APCA, the Expression of Interest must include: - a copy of the APCA Agreement between all members, - a letter of intent to enter into an APCA agreement, signed by all members and accompanied by a copy of the Proposed Agreement, In the absence of this document, the other members will be considered as Sub-Consultants. The experiences and qualifications of the Sub-consultants are not taken into account in the evaluation of the applications. In this regard, they must justify it with references to similar recent benefits, presenting the following information: • Letter expressing their interest in participating in consulting services. • The information to identify the Study Offices, the firm or association in participation is: (i) Corporate Name; (ii) Existence, Start Date of Operations and Legal Representation; (iii) Address; (iv) Telephone and Email; (v) Name, Telephone and Email of the contact person. • Detail of the experience of the Office of Studies as a consultant for studies of Resettlement Plans. The similar characteristic of their experiences will be evaluated based on: - The magnitude of the contracts (amount of the contracts); - Of the nature of the Services: Detailed studies for resettlement plans and accompaniment for the implementation of resettlement plans. - From the technical sector: -Diagnosis of socio-economic and cultural conditions of human groups. -Characterization of damages to populations due to the development of infrastructure projects. -Social management in compliance with EAS 5 of the World Bank, on involuntary resettlement. -Management of legalization and land acquisition processes. -Implementation or Accompaniment in Resettlement Plans. - From the geographical context: in the Client's country, or in the Latin American region These experiences must have been acquired within the last ten (10) years, completed or in progress of at least 80%, providing the following information: (i) Purpose of the work, (ii) Contract amount, (iii) Start and end date (for executed projects), (iv) Start date and percentage of progress (for ongoing projects), (v) Contracting Entity and contact person details; (vi) Brief description of the work In order to validate what has been said, the interested parties will attach simple copies of the delivery records, sole or definitive reception or the certifications of each of the experiences presented. Likewise, for the experience acquired as a member of a Participating Association, Consortium or Association (APCA), the experience will be considered based on the effective percentage participation in relation to the total amount of execution of the contract. In the case of Associations in Participation, the experience of its members will be added. To validate the experience acquired as part of an Association or Consortium, those interested must also attach simple copies of the Agreement or Commitment Act of said Association or Consortium or the instrument that allows verifying the percentage of participation in it. Additionally, each Study Office must present the following documentation, in simple copies: a. Company Bylaws or Incorporation Documents and company registration documents (including their latest modifications). b. If it is a government entity, documentation proving: a) its legal and financial autonomy; b) that they operate in accordance with commercial laws; and, c) that they are not dependent entities of the Borrower or sub-borrower in accordance with the established in the criteria of eligibility, indicated above. c. General or specific power of attorney granted to the person who will sign the request for expressions of interest, in a separate document or as a clause of the Agreement or Commitment Act, in the case of APCA. d. Declaration of Integrity, Eligibility and Environmental and Social Responsibility duly signed (refer to the declaration model in Annex n ° 1 of this invitation). EMAPAG EP will prepare a Short List of a maximum of six (6) Applicants, pre-selected from the applications received, to which it will send the Request for Proposal Documents related to the preparation of the required Services.
