Municipality Of San Mart n Unicef Has Supported The Development And Implementation Of The Municipal Integral Protection Policy For Children And Adolescents Identifying Itself As A Specific Need For The Development Of The Functions Of The Local Rights Committee Cld The Development Of The 2020 Implementation Plan That Allows The Cld To Plan Its Strategy With A Rights Approach With A View To Identifying Strategic Partners At The Local Level In The Execution Of Activities Within The Municipality This Action Is Part Of The Spotlight Initiative Which Aims To Contribute To The Eradication Of Community The Clds Are Part Of The National System For The Comprehensive Protection Of Children And Adolescents Complying With The Provisions Of The Law On The Comprehensive Protection Of Children And Adolescents Whose Main Mission Is To Disseminate And Guarantee The Rights Of All Children And Adolescents Through The Promotion Of Local Policies Plans And Programs In Coordination With All The People As Fathers And Mothers Identify And Recommend Articulation Mechanisms Among The Key Actors For The Development Of The Local Rights Committee Implementation Plan Formulate Objectives Activities Results And Products Responsible Schedule And Necessary Resources MethodologyTo Prepare The Implementation Plan The Consultant Must Review The Existing Documentation On Children And Adolescents That The Municipality Has Such As For Example The Municipal Policy For The Comprehensive Protection Of Children And Adolescents Of San Mart n And Its Action Plan As Well As Various Documents From Other Substantive Units Of The Municipality That Implement Childhood Activities Such As The Work Plan Of The Inter Institutional Committee On Violence Prevention Cmipv Among Others That Can Be Articulated With The Implementation Plan Of The Local Rights Committee With This Consultancy It Is Sought That The Local Rights Committee Can Participate And Be Included In Other Spaces Of Articulation In Matters Of Childhood And Adolescence Preferably At The Municipal Level In Order To Provide Greater Support To Its Functions And The Implementation Of The Activities That Develop The Consultant Is Expected To Propose An Easy To Use Work Scheme Which Will Allow The Members Of The Local Rights Committee And The Municipality To Transfer A Simple Work Scheme For The Implementation Of The Mentioned Municipal Policy For This The Consultant Is Expected To Develop The Present Content Of The Technical Assistance Review Of Previous Activities Developed By The Local Rights Committee Of San Mart n The Consultant Should Take As An Initial Point Of Discussion Conducting A Review Exercise On The Activities Developed By The Cld In The Previous Work Plan For This Purpose It Is Expected That Participatory Methodology Will Be Proposed To Identify The Assessments Of A Significant Portion Of The Target Population That The Cld Addresses In The Activities Implemented And In Which They Have Participated In Order To Analyze The Impact Obtained And Identify Work Opportunity Areas For The Cld Before Planning It Is Important To Know The Opinions Of Diverse Actors The Information Of The Findings Should Be Organized In An Adequate Sufficient Concise And Friendly Way To Share With The Members Of The Cld Members Of The Municipality And Other Key Organizations Construction Of The 2020 Work PlanIt Is
