Registration Of Interest Roi For Evaluation Of The Public Transport Operating Model Ptom Open Date Monday 15 July 2019 1 00 Pm Pacific Auckland Utc 12 00 Close Date Friday 26 July 2019 5 00 Pm Pacific Auckland Utc 12 00 Tender Type Registration Of Interest Roi Tender Coverage Sole AgencyRegions New ZealandRequired Pre Qualifications NoneOverview In 2013 A New Framework For The Provision Of Urban Bus And Ferry Services Known As The Public Transport Operating Model Ptom Was Introduced At The Time Ptom Was Designed To Contribute To The GovernmentS Goal For Public Transport Which Was To Grow Patronage With Less Reliance On Subsidy It Was Developed With Two Overarching Objectives 1 To Grow The Commerciality Of Public Transport Services And Create Incentives For Services To Become Fully Commercial And 2 To Grow Confidence That Services Are Priced Efficiently And There Is Access To Public Transport Markets For Competitors As Part Of Normal Government Practice The Ministry Of Transport Regularly Reviews Policy And Legislative Frameworks To Ensure They Have Met The Desired Objectives And Are Still Fit For Purpose As Part Of This The Ministry Is Conducting A Full Review Of Ptom This Review Has Two Components 1 An Impact Evaluation Of Ptom And 2 A Review Of The Relevant Policy And Legislation The Ministry Is Seeking To Contract A Supplier To Conduct The Evaluation Component This Is An Opportunity To Contribute To Improving New ZealandS Public Transport System By Improving Our Understanding Of What Impact Ptom Has Had On Public Transport Across The Country The Findings From This Project Will Provide A Robust Evidence Base For The MinistryS Future Policy Work The Scope Of The Evaluation Is Yet To Be Finalised But Will Likely Including Assessing The Impacts Of Regional Public Transport Planning Including User Needs Tendering And Or Benchmarked Negotiation Of Public Transport Contracts Management Of Ptom Contracts Including Management Of Service Performance Exemptions For Commercial ServicesWe Are Seeking Suppliers Who Are Able To Demonstrate The Following Capabilities Strong Technical Skills A Good Track Record Conducting Similar Evaluations Capacity To Complete The Work In The Required Timeframe September 2019 To June 2020 Strong Project Management Skills In Depth Knowledge Of The Transport Sector And Particularly The Public Transport Sector Desirable But Not Essential At This Stage We Are Seeking Registrations Of Interest From Suitably Qualified Suppliers With A Full Rfp To Be Released In August 2019
