Tenders Are Invited For National International Consultant Technical Assistance For The Ministry Of Women Children And Social Welfare A Context And JustificationThe Ministry Of Womens Affairs Was Established In 1996 Under The Purview Of The Office Of The Vice President Ovp Who Also Doubled As The Minister Of Womens Affairs The Ministry Is Responsible For Policy Formulation Coordination Resource Mobilization Monitoring And Evaluation Of Gender Equality Equity And Women Empowerment In The Gambia Prior To The Establishment Of The Ministry Of Womens Affairs The National Womens Council And The Womens Bureau Were Established By An Act Of Parliament Of 1980 Amended In 1988 And Repealed By The Womens Act 2010 The Main Function Of The Council Is To Advise Government On Issues That Affect Health And Wellbeing Of Women And Girls The Bureau Serves As Secretariat To The National Womens Council And Support The Ministry And Council In Identifying Issues Affecting Women And Girls Provide Policy Advice To Government And Coordinate The Implementation Of Gender Mainstreaming Interventions Within Government Institutions And All Other Stakeholders In Relation To These Functions The Ministry Of Womens Affairs Coordinated And Monitored The Adherence To International Womens Rights Instruments Protocols And Agreements Ratified By The Gambia Including The Convention On The Elimination Of All Forms Of Discrimination Against Women Cedaw The Solemn Declaration On Gender Equality In Africa Sodgea The Protocol To The African Charter On Human And Peoples Rights On The Rights Of Women In Africa The Unscr 1325 And The Beijing Platform For Action Among Others The Ministry Is Also Mandated To Coordinate And Monitor The Implementation Of The Sdgs As They Relate To The Advancement Of Women And Report On Progress Or Otherwise Furthermore The Ministry Provides Backstopping Support By Implementing Women Empowerment Programmes And Projects In The Past Decade The Gambia Has Achieved Considerable Progress In The Advancement Of Women And Girls Especially In The Area Of Education Agriculture Health And Political Empowerment Of Women And Girls By All Indications The Gambia Government Is Committed To All Inclusive Development Of Women And Girls By Considering Women Empowerment And Gender Equality A Critical Enabler In The National Development Plan 2018 2021 And The National Gender And Women Empowerment Policy 2010 2020 However Considerable Challenges Remain Which Include Weak Coordination Mechanism Limited Capacity Of The Gender Machinery Slow And Ineffective Implementation Of Policies And Acts Insufficient Budget For Issues Affecting Women And Children Limited Capacity In Gender Responsive Budgeting And Analysis Of Gender Disaggregated Data Among Others In January 2019 A New Ministry Of Women Children And Social Welfare Mowcsw Was Formerly Established Considering The Close Inter Linkages Between Women Children And The Vulnerable Groups In Society Including The Physical And Psychologically Challenged The Department Of Social Welfare Was Also Relocated To This New Ministry The New Ministry Will Therefore Build On The Progress Registered By The Ovp And Ministry Of Womens Affairs And The Ministry Of Health To Further Mainstream Women And Children In The Overall Development Process And Ensure The Rights Of Women Children The Physically Challenged And The Under Privileged Are Respected Protected And Promoted The Mowcsw Is Therefore Mandated To Work Intensely For The Overall Development Of Women And Children Through Formulation And Implementation Of Policies And Laws Relating To Women And Children Women Empowerment Prevention Of Oppression Of Women And Children Ensuring Their Security At All Levels In Addition The Ministry Will Co Ordinate And Monitor All Development Activities Related To Women Children The Differently Abled And The Socially Deprived The Ministry Has Requested Unicefs Support On The Child And Social Welfare Departments B B ObjectivesThe Main Purpose Of The Technical Assistance Is To Support The Development Of A Comprehensive Framework And Organogram For The Ministry And The Directorate Of Children Based On Its Mandate And Identify The Institutional Challenges Of The Department Of Social Welfare Directorate Of Children And Propose Solutions To Address The Challenges The Ministry Of Women Children And Social Welfare Plans To Separate The Functions Of The Department Of Social Welfare And Create Stand Alone Departments Or Directorates Of Children And Directorate Of Social Welfare In View Of This The Ministry Deemed It Necessary To Solicit A Three Month Technical Assistance To Specific Objective 1 To Support The Establishment Of The Directorate Of Children Under The Ministry1 2 To Develop Comprehensive Institutional Structure Organogram And Clear Terms Of Reference Or Job Descriptions 3 To Provide Technical Support To The Development Of A Costed Strategic Plan Of The MinistryThe Consultant Will Work Under The Supervision Of Permanent Secretary Of The Ministry Of Women Children And Social Welfare The Expected Key Deliverables Are As Follows 1 An Inception Report That Conduct Thorough Analysis Of The Situation Of The Current Child Protection And Social Welfare Structure Of The Ministry With Its Strengths And Weaknesses 2 Interim Monthly Progress Reports Based On Agreed Monthly Deliverables Which Will Include At Least The Following A A A Governance Structure In Collaboration With Technical And Managerial Staff Of The Ministry Elaborate And Present A Proposition Of Organigram Of The Departments Children And Social Welfare And Staff Including Detailed Job Descriptions For Each Staff Member To Support The Establishment And Functional Directorate Of Children And Directorate Of Social Welfare B A Costed Strategic Plan In Consultation With Technical Staff Of The Ministry And Partners Elaborate A Strategic Plan With A Robust Monitoring And Evaluation Framework For The Ministry Of Women Children And Social Welfare B End Of Assignment Report With Key Lessons And Recommendations For Continuous Improvements For Childrens And Social Welfares Issues E Scope Of The Work The Consultant Will Be At The Ministry Every Working Day During Working Hours And Will Be Allocated An Office Space This Assignment Will Be Undertaken In Country Through Literature Review Consultations With All Relevant Stakeholders Identify Strategic Issues And Help In Generating Possible Strategic Actions And Or Strategic Directions The Ministry Can Take To Deal Effectively With Its Internal And External Environmental Factors Undertake A Comprehensive Capacity Needs Assessment To Identify Gaps And Propose Possible Strategic Actions Towards Addressing The Gaps
