Tenders Are Invited For Denmark Consultancy Supporting The Transition To Secondary Education For Refugee Youth Unhcr The Un Refugee Agency Is Offering A Consultancy Within The Division Of Resilience And Solutions Based In Our Headquarters Office In Copenhagen Denmark Unhcr Is Seeking A Consultant To Conduct A Substantive Piece Of Research That Identifies The Key Factors Practices And Activities To That Support Access To And Retention In Secondary Education For Refugee Youth In Particular For Girls And The Success Factors In Transitioning From Primary To Secondary School On The Basis Of That Research The Consultant Will Identify A Programmatic Model For Possible Scale Up And Develop A Project Proposal With A Selected Country Operation Unhcr Is A Global Organization Dedicated To Saving Lives Protecting Rights And Building A Better Future For Refugees Forcibly Displaced Communities And Stateless People In 2016S Historic New York Declaration For Refugees And Migrants All 193 Member States Of The United Nations Agreed That Protecting Those Who Are Forced To Flee And Supporting The Countries That Shelter Them Are Shared International Responsibilities That Must Be Borne More Equitably And Predictably One Result Of This Declaration Was That The Un High Commissioner For Refugees Subsequently Presented The Global Compact On Refugees To The Un General Assembly Which Was Enormous Challenge 77 Of Refugee Youth Are Not Attending Secondary School With Roughly 40 Fewer Refugee Girls Than Boys Nearly Two Thirds Of Refugee Children Who Go To Primary School Do Not Make It To Secondary School And Differences In Refugee Enrolment Rates Can Be Considerable Within Countries This Challenge Is Exacerbated By The Fact That More Than 80 Of Refugees Are Hosted In Developing Countries And Nearly 30 In The Lowest Income Countries The Scale Duration And Growing Complexity Of Forced Displacement And Continuing Gaps In Humanitarian And Development Funding And Action On Education For Forcibly Displaced Children And Youth Have Resulted In Enrolment And Retention Rates At Secondary Education Level Remaining Largely Static Globally Refugee Youth Are Often Excluded From National Education Systems Or Face Limitations To Their Freedom Of Movement Preventing Them From Going To Schools That Are Far From Their Homes In Many Areas With A High Concentration Of Refugees There Are Few If Any Secondary Schools Thus Making Lack Of Infrastructure A Key Barrier Refugees Miss Out On School For Long Periods Due To Conflict And Displacement Making It Difficult To Enrol In School Without Extra Help Which Is Seldom Available They May Need To Learn A New Language To Be Able To Attend School They May Be Required To Work To Supplement The Family Income Hosting Countries May Not Accept External Exam Certificates Or May Not Allow Children Without Birth Certificates Or Identity Papers To Enrol Cost Also Poses A Significant Barrier To Enrolment Per Student Secondary Schooling Costs More Than Primary As Secondary Schools Are More Complex To Manage Staff Are More Specialized And Facilities And Teaching Materials Are More Expensive The Barriers To Enrolment Are Greater For Refugee Girls Who Often Face Multiple Social And Cultural Restrictions Risks Of Gender Based Violence And Harassment Access To Post Primary Education Is A Challenge Worldwide For Refugees And In Many Low Income Countries Is Also A Challenge For Local Youth This Structural Exclusion Of Refugee Learners Has Gained Global Attention The Education 2030 Framework For Action Noting With Concern The Large Proportion Of The Out Of School Population Living In Conflict Affected Areas Commits To Developing More Inclusive Responsive And Resilient Education Systems To Meet The Needs Of Children Youth And Adults In These Contexts Including Internally Displaced Persons And Refugees More Broadly The Sustainable Development Goals Also Recognize That Education Plays A Central Role And This Is Underlined By Target 4 7 By 2030 Ensure That All Learners Acquire The Knowledge And Skills Needed To Promote Sustainable Development Including Among Others Through Education For Sustainable Development And Sustainable Lifestyles Human Rights Gender Equality Promotion Of A Culture Of Peace And Non Violence Global Citizenship And Appreciation Of Cultural Diversity And Of CultureS Contribution To Sustainable Development The Global Compact On Refugees Gcr Sets Out Practical Arrangements For Implementing The Principles Of Burden And Responsibility Sharing To Better Protect And Assist Refugees And Support Countries And Communities As Part Of The Compact States And Relevant Stakeholders Are Expected To Contribute Resources And Expertise To Expand And Enhance The Quality And Inclusiveness Of National Education Systems To Facilitate Access By Refugee And Host Community Children Both Boys And Girls Adolescents And Youth To Primary Secondary And Tertiary Education The Goal Is That Refugee Boys And Girls Re Gain Access To Education Within A Maximum Of Three Months Of Arrival In A Country Of Asylum The Application Of This Inclusion Approach Has Proved Effective For The Provision Of Quality Certified Sustainable Education But Its Implementation Requires Proper Investment In And Support To National Education Systems And Local Authorities The ConsultancyIn The First Phase Of The Consultancy 2019 The Consultant Will Conduct Research That Supports The Development Of An Evidence Base For Programming That Will Document And Analyze The Success Factors Required For Refugee Youth To Transition From Primary To Secondary Within National Education Systems Including An Analysis Of Learning Cultural And Structural Barriers With A Particular Emphasis On The Successful Practices And Activities Required For Adolescent Girls And Young Women The Conditions That Support A Successful Transition From Primary To Secondary School Including Alternative Models Critical Success Factors In Retention And Completion Of Secondary Education Particularly For Refugee Girls And Young Women Practical Recommendations For Both Unhcr And State Authorities To Support The Transition Of Refugee Youth From Primary Into National Secondary Education Systems Including A Innovative Activities For Supporting Successful Transition And Retention From Primary To Secondary School B 5 Promising Practices Identified From Field Missions That Support Successful Transition And Retention From Primary To Secondary School That Can Be Modelled And Scaled UpThe Second Phase Of The Consultancy 2020 Is Expected To Provide C In Depth Analysis Of Successful Practices 5 Papers With An Included Advocacy Component D A Programmatic Model For Boosting Enrollment Into Secondary School Which Can Be Replicated In Other Identified Contexts Or Scaled Up E One Project Proposal Developed In Collaboration With One Of The Field Research Countries This Consultancy Is Expected To Strengthen Secondary Schools In Keeping With The Gcr Commitment To Strengthening National Systems For The Benefit Of All Learners The Consultant Will Foster And Ensure Close Inter Sectoral Linkages Across Unhcr Will Have The Following A Basic University Degree Plus A Minimum Of 15 Years Of Relevant Work Experience In Fields Related To Youth Education Refugees And Humanitarian Or Development Aid Or A Post Graduate University Degree In A Relevant Social Science Related To Youth Refugees Education Community Cohesion Research Or Related Fields Plus A Minimum Of 10 Years Of Relevant Work Experience In The Above Mentioned Fields Of Work International Work Experience In Countries Of Interest To Unhcr Demonstrated Experience Working Conducting Research With Young People Demonstrated Experience In
