Tenders Are Invited For Consultant For Development Of Standard Operating Procedures Sops On Gender Based Violence And Delivering Training On The Sops And Related Tools 1 Background Gender Based Violence Gbv 1 Is One Of The Most Widespread Human Rights Abuses Globally One In Three Women Will Be Raped Beaten Coerced Into Sex Or Otherwise Abused In Her Lifetime Though Women And Girls Are Overwhelmingly The Targets Of Gbv Men And Boys Can Also Be Subject To Sexual Violence Especially If They Are Perceived To Be Acting Outside The Prescribed Social Norms For Males The Situation Of Women And Children In Bhutan Is No Different The Study On Violence Against Women And Girls In Bhutan 2017 Highlighted That More Than Two In Every Five Women Experienced One Or More Forms Of Partner Violence In Their Lifetime The 2016 Study On Violence Against Children And Young People Also Highlighted That More Than 60 Percent Of Children Reported Having Experienced Some Form Of Violence Once In Their Lifetime Both Studies Highlighted That Most Survivors Did Not Report Cases Of Violence Or Seek Support And Rarely Received Assistance The Royal Government Of Bhutan Rgob Has Made Considerable Progress In Promoting And Protecting The Rights Of Women And Children In The Last Few Years The Rgob Enacted The Child Care And Protection Act Of Bhutan 2011 Ccpa And Domestic Violence Prevention Act Of Bhutan 2013 Dvpa For Which The National Commission For Women And Children Ncwc Has Been Designated As The Competent Authority The Rules And Regulations For Both The Acts Were Approved By The Government In 2014 And Came Into Effect From 1 January 2015 The Ccpa Sets The Framework For Care And Protection Of Children In Conflict With The Law And Children In Difficult Circumstances In Building A Comprehensive Child Protection System In Bhutan The Domestic Violence Prevention Rules And Regulations Of Bhutan Specify Standards And Requirements Regarding The Roles And Responsibilities Of Other Implementing Partners In Dealing With Cases Of Domestic Violence Despite These Recent Achievements Challenges Remain Bhutanese Women Continue To Remain Poorly Represented In Political And Decision Making Positions Which Attributes To High Tolerance Level For Domestic Violence By Both Sexes The Constitution Of Kingdom Of Bhutan Guarantees Gender Equality For Women And Men In All Sphere Of Life However Gender Inequalities Persist In Families Communities And Individual Minds And Remain Largely Invisible And Underestimated The Recent Review Of The National Plan Of Action For Child Protection Npacp Revealed That The Most Pressing Concerns Pertain To Gaps In Delivery Of Child Protection Essential Services The Absence Of Effective Multi Sectoral Coordination Key Capacity Constraints Technical Knowledge Financial At All Levels And Across Stakeholders Among Other Factors Constrain Full Implementation Of The Legal And Policy Frameworks Including The Various Sops And Guidelines 2 Purpose Of ConsultancyWith The Enactment Of The Ccpa Dpva And Their Related Rules And Regulations Several Services Have Been Introduced Or Consolidated To Mitigate The Risks And Meet The Needs Of Women And Children In Terms Of Care And Protection However As Demonstrated During The Review Of The Npacp Clear Referral Processes Guidelines And Accountability Measures For Service Providers Need To Be In Place To Ensure Quality Services Are Provided For Women And Children In Need The Purpose Of This Consultancy Is To Therefore Develop Standard Operating Procedures Sops On Gvb Describing The Principles Procedures Roles And Responsibilities For Actors Involved In The Prevention Of And Response To Gbv In Bhutan And Developing Harmonized Tools To Enhance Coordination And Better Serve Survivors Including Women And Children At Risk Among Other Key Elements The Sops Should Also Provide Information On What Services Are Available And Where Referral Pathways And How Services Are Delivered Including How Partners Coordinate With Each Other To Provide Quality And Holistic Care To Gbv Survivors The Consultancy Will Also Include Training Tot Of A Service Providers Using The Sop And Relevant Tools To Provide Services In A Sensitive And Appropriate Way Including Making Relevant Appropriate Referrals To Other Services And B Front Liners On Safe Identification And Referrals As Per A Simplified Version Of The Sops 3 Expected Outcome Comprehensive Sop And Related Tools On Gvb Prevention And Response Developed For Service Providers And A Simplified Version Of Sop And Relevant Tools For Front Liners Also Developed Training Package Developed For Service Providers On The Comprehensive Sop And Relevant Tools Social Workers And Frontline Workers On The Simplified Sop And Relevant Tools Relevant Stakeholders Trained And Enabled To Implement The Sop And Relevant Tools Sops Are Institutionalized Within The Ncwc And Relevant Stakeholders 4 Key Tasks 1 Review Of Existing Provisions Procedures And Documents National International On Gender Based Violence That Have Relevance In Developing The Sop And Related Tools 2 Interview Consult And Hold Focus Group Discussions With Key Stakeholders To Assess Gaps Needs Challenges And Opportunities To Strengthen The Current Services Available Capacities Of Social Workers Service Providers To Meet The Needs Of Gvb Survivors And Women Children At Risk Of Gbv And Improve The Current Referral And Case Management System 3 Develop A Comprehensive Training Package For Social Workers Front Liners And Service Providers On The
