Tenders Are Invited For National Consultants For Gender Mediation And Conflict Prevention BackgroundContext And Reasons Guinea Bissau Is A Country Experiencing Recurrent Political And Institutional Instability Since Its Independence In 1973 Guinea Bissaus Peace Building Context Reveals A Persistent Lack Of Preparation For Constructive Dialogue Which Is A Prominent Factor Leading To The Subsequent Crisis The Lack Of Meaningful Dialogue Among Key Political Actors Has Also Impeded Progress In The Advancement Of The State And Institutional Reforms Which Are Fundamental To The Political And Institutional Stability Of The Country In This Context Women Have Gained Momentum As Facilitators Of Confidence For A Constructive Dialogue Which Demonstrates Their Potential To Contribute To The Solution Of Crises As Leaders And Mediators However Women Remain Underrepresented At The Negotiating And Conflict Management Tables Because Of The Exclusion Of Women And The Conviction Of Their Critical Role In Peace Processes As Articulated In Unscr 1325 It Is Imperative To Support Strengthen And Enhance The Skills Of A Critical Mass Of Women And Young Mediators To Act More Actively And Effective In Peace Building Processes And Efforts In The Country Have Their Interests Reflected In Decision Making Processes Including Agenda Setting And The Constitutional Reforms Needed To Put The Country On The Road To Stability And Development Efforts Have Been Made To Bridge The Disconnect Between The Available Mediation Capacities Of Women And The Formal And Informal Peace Processes In Some Cases Through Organized Approaches Such As Networks And Associations Which Bring Womens Experiences In Mediation To A Common Or Shared Platform For Ease Of Access And Use In Guinea Bissau Support Structures For Mediation Were Created Such As The Network Of Women Mediators Remume Remume Was Created In 2015 With The Support Of The United Nations Its Mandate And Vision Is To Mobilize A Critical Mass Of Women And Men In The Community At National Levels And Develop Their Capacities In Dialogue And Mediation Processes The Network Seeks To Be A Voice For Women And To Support Contribute To Peace In National Reconciliation And Peace Building In Guinea Bissau The Womens Mediation Network Has Structures In The Different Regions Of Gb And A Total Of 55 Members 20 In The Autonomous Sector Of Bissau 8 In The Eastern Province Bafata And Gabu 19 In The Southern Province And 8 In The Northern Province As Part Of The Project Support For Political Dialogue And National Reconciliation In Guinea Bissau Implemented By The United Nations Office For The Consolidation Of Peace In Guinea Bissau Uniogbis And Funded By The Peacebuilding Fund Uniogbis Gender Seeks To Ensure That The Womens Mediation Network And Other Relevant Mediation Actors And Leaders Strengthen And Enhance Their Skills To Better Play An Active Role And Become More Effectively Involved In Peace Processes The Overall Objective Of The Action Is To Help Women To Have Their Interests Reflected In Decision Making Processes Including Agenda Setting And The Constitutional Reforms Needed To Put The Country On The Road To Stability And Development Objective Of The Consultancy The Objective Is To Strengthen National Capacities For The Inclusiveness And Sustainability Of Dialogue And Mediation With Effective Mechanisms For Their Involvement From The Outset In Constructive Dialogue Especially At The Community Level When Tensions Arise And Avoid Their Degradation In Political Crises And Institutional The Consultant Will Work In Cooperation With A National Consultant Sharing The Same Responsibilities In Coordination With An International Consultant Providing Assistance And Support In All Of His Her Tasks And Activities Integrated Into The Project Mainly In The Organization And Facilitation Of A Workshop And A Series Of Training Courses Duties And ResponsibilitiesResponsibilities In This Way The Consultant Under The Supervision Of The Head Of The Gender Unit And The Guidance Of The International Consultant Is Expected To Carry Out The Following Activities Bibliographic Review Of Documentation Related To Mediation In Guinea Bissau Assistance And Support In Preparing And Conducting Interviews With Key Information Holders Contribution To The Preparation And Conduct Of A Two Day Workshop For The Development Of Training Modules For Dialogue And Mediation Fieldwork In 3 To 4 Regions To Be Selected For Consultation And Data Collection On Mediation Actors And Conflict Types And Their Roots Support For The Briefing To Be Given To The Reference Group On Conflict Analysis And Evaluation Of Existing Mediation Capacities Assistance And Support In The Preparation And A Database Of Trained Women And Other Experienced And Competent Community Mediators Identified With Their Areas Of Expertise And Skills Assistance And Support In The Development Of An Operational Framework And Guidance Assistance And Support In The Preparation For The Network Of Women Mediators Contribution To The Organization And Facilitation Of A Series Of Training Courses In Dialogue And Mediation And Advocacy Negotiation And Leadership Support In The Conclusion Of The Database Of Mediators Assistance And Support In Providing Technical Capacity To The Network Of Women Mediators To Develop A Strategic Plan To Expand Their Dialogue And Mediation Work Products Product 1 Significant Contribution To The Mapping And Analysis Of Local Conflicts Mediation Experiences Gaps And Good Practices Training Modules Developed For Dialogue And Mediation Product 2 Significant Contribution To The Preparation And Conclusion Of The Report Of Training Sessions Focused On Dialogue And The Design Of The Mediation Process Product 3 Significant Contribution To The Preparation And Completion Of The Training Session Report Focusing On Advocacy And Leadership Skills In The Area Of Dialogue And Mediation Product 4 Significant
