Tenders Are Invited For International Consultation For Targeted Sector Analysis Of The National Education System Djibouti 1 BackgroundThe Republic Of Djibouti Has A Master Plan Covering The Period 2010 To 2019 The Completion Of Which Coincides With The 2017 2020 Action Plan For Education 2017 2020 Eap Which Is A Continuation Of The Previous Eap 2014 2016 The Priorities And Expected Results Of This Last Eap Are Aimed At Improving The Quality And Relevance Of Teaching And Learning Strengthening Access To And Participation In Education By Reducing Disparities In Schooling And Training And Helping To Improve The Rules For Education And Training Governance Steering Services And Networks Of Education In All These Degrees Preschool Primary Middle Secondary Technical Education And Vocational Training And Sector Management With The Current Master Plan Coming To An End Soon The Ministry Of National Education And Vocational Training Is Seeking Technical And Financial Support From The Local Group Of Education Partners Leg To Conduct A Sectoral Diagnosis Of The National Education System The Development Of These Sector Diagnostic Elements Is Planned To Take Place Over A Period Of Nine 9 Months January To September 2019 The Way Of Working Between The National Team And The External Technical Support Team Includes Different Modalities Including Technical Work Sessions And Workshops The Sectoral Diagnostic Elements Of The National Education System Consist Of The Following Chapters Chapter 1 Global Education Sector Development Context Chapter 2 Analysis Of Schooling Internal Effectiveness And Out Of School Children Chapter 3 Cost And Financing With A Detailed Estimate Of Training Costs By Level Of Education Chapter 4 Quality System Capabilities And Management Chapter 5 External Effectiveness Of The Education System Chapter 6 Equity Chapter 7 Early Childhood Development Chapter 8 Higher Education Chapter 9 Non Formal Education And Literacy Chapter 10 Technical And Vocational Education And TrainingThe Analyzes Should Highlight Issues Of Inclusion And Vulnerabilities 2 JustificationAt The End Of The Last Phase Of Implementation Of The 2010 2019 Master Plan It Is Planned To Draw Up A Sectoral Diagnosis Of The National Education System To Identify Its Weaknesses Identify Strategies To Correct In Fact The Deficiencies Recorded And Consider Progress In Coverage And Quality For The Definition Of A New And Well Founded Educational Policy In A Context Of Financial Sustainability And Within A Horizon Covering The Development Of A New Master Plan For The Period 2021 2035 In This Perspective The Information Gathered In This Sectoral Diagnostic Study Can Be Used As A Basis For The Estimation Of A Sector Simulation Model And A Medium Term Expenditure Framework That Will Facilitate The Evaluation Of Trade Offs To Be Made In Order To Achieve This And On The Other Hand Will Make It Possible To Target The Educational Priorities Which Will Have To Converge Towards The New Frame Of Reference Of Long Term Public Development Policy Planning Entitled Vision Djibouti 2035 3 Objective This Work Aims To Support The Menfop To Analyze The State Of The Education Sector In Djibouti Including Recent Developments Achievements Gaps And Difficulties In Providing Quality Education For All This Sectoral Analysis Of Education Ase Aims To Improve The Current Database And To Serve As A Basis For The Development Of The New Sectoral Plan Master Plan 2021 2035 Strengthen The Capacity Of Menfop Managers To Prepare And Conduct Sectoral Analyzes And Strengthen Their Capacity To Plan And Monitor The Performance Of Their Education System Through Close Collaboration With International Experts The Menfop Teams And Other Relevant Sectoral Departments Should Be Aware Of The Different Frameworks And Approaches To Be Used For Collecting Data And Conducting A Sectoral Analysis Of Education Mobilize The Local Group Of Education Partners And Strengthen Coordination And Dialogue Between Education Stakeholders In Djibouti Esa Should Allow Key Stakeholders To Have A Common Understanding Of The State Of The Current System And A Solid Evidence Base For Future Investments In The Education Sector 4 MethodologyThis Sectoral Analysis Of Education Will Be Carried Out On The Basis Of The Two Volumes Of The Methodological Guide For The Sectoral Analysis Of Team Training Workshop On Data Collection And Analysis According To The Methodological Guide Of The Sectoral Analysis A Technical Work Of Collection And Processing Of Information And Statistical Data To Conduct Analyzes The Holding Of A Workshop To Report The Results Of The Diagnosis And To Share The Final Report 5 Activities And TasksTo Facilitate This Joint Work A National Coordinator And A National Menfop Working Group Will Be Set Up Then A Series Of Consultations Will Be Conducted With Key Actors In Education Including Development Partners Ngos And Csos International Experts Should Also Focus On Capacity Building Of The Menfop National Working Group And Sub Sector Specialists The Different Stages Of The Sector Analysis And Capacity Building Initiatives Include 5 1 Preparation Of The Initial Report The National Menfop Working Group Will Be Established And The Team Of Selected International Experts Will Collaborate With The Menfop National Working Group To Develop An Initial Report Including A Detailed Work Plan Methodologies To Be Used Roles And Responsibilities Schedule Of The Analysis During This Phase International Experts Will Also Review And Analyze Existing Documentation Reports And Studies And Research On The Education System 5 2 Consultation And Approval Of The Draft Initial Report Of The Sectoral Analysis The Initial Report Will First Be Discussed And Approved Internally By The Secretary General And The Minister Of Education Next The Draft Initial Report Of The Analysis Will Be Presented For Discussion And Comment With Education Stakeholders At A Leg Meeting Once All Comments Are Incorporated The Revised Initial Report Of The Analysis Will Be Submitted For Final Approval To The Sg 5 3 Data Gathering An Introductory Training On Data Collection For The Menfop National Working Group Will Be Provided By International Specialists Quantitative And Qualitative Data From Emis Opad Ed Assist And Other Existing Tools Household Statistics With Edam4 Studies And Other Sources Of Information Will Be Compiled 5 4 Preparation Of The Draft Report Of The Analysis A Draft Report Will Be Prepared By The Team Of International Consultants And The Menfop National Working Group This Phase Will Also Include Data Analysis Training For Different Sub Sectors Thematic Areas For The Menfop National Working Group And Key Sub Sector Specialists 5 5 Consultation On The Draft Report The Initial Report Will First Be Discussed And Approved Internally By The Secretary General And The Minister Of Education Another Consultation Meeting Will Take Place At The National Level All National And Local Education Stakeholders Will Meet To Comment On The Draft Report 5 6 Finalization And Approval Of The Final Report Of The Sector Analysis Following The Consultations The Draft Report Will Be Revised Based On All Comments And Suggestions Received Once Completed The Revised Draft Of The Sectoral Analysis Report Will Be Submitted To The Sg And The Minister Of Education For Final Approval The Final Report Of The Sectoral Analysis Will Be Shared With The Leg And Other Key Stakeholders For Approval 5 7 Publication And Dissemination Of The Final Report Of The Sector Analysis The Final Report Must Be Published And Available 6 Deliverables The Main Deliverables Are A Starter Note That Includes A Detailed Work Plan That Describes The Djiboutian Educational Context Delineates The Programmatic And Methodological Contours Of The Consultation And Clearly Defines The Expected Final Results As Well As The Budget And Timetable The Draft Of The Sectoral Analysis Report The Final Report Of The Sectoral Analysis Of EducationThis Consultation Will Also Provide Other Deliverables Compilation Of Studies And Surveys Undertaken To Support Sector
