Request For Expression Of Interest For Road Safety Audit Team Member Roads And Employment ProjectIntroduction And Project BackgroundLebanon Is A Middle Income Country With Medium Vehicle Ownership 1 Registered Vehicle Per 3 People In 2013 Which Has More Recently Increased Slightly To 1 Vehicle Per 2 5 People 1 Road Accidents Are Generating Substantial Human Social And Economic Costs For Lebanon Road Crash Deaths And Injuries Have Increased Significantly In Recent Years From 508 Fatalities And 6050 Injuries In 2012 To 655 Fatalities And 6472 Injuries In 2014 As Reported By The Internal Security Forces Isf The World Health Organization Who Estimates The Total Number Of Road Traffic Fatalities In Lebanon In 2013 At 1088 And The Associated Economic Cost Between 3 To 5 Percent Of Gdp Higher Than The Most Other Countries Globally In Lebanon The Road Crash Death Rate Of 22 6 Per 100 000 People Is Well Above Than The Global Average Rate Of 17 5 2 The Particular Significance In Lebanon Is The High Proportion Of Pedestrian Deaths 1 Over 3 In Lebanon Versus A Global Average Of 22 And A Mena Average Of 27 Scope Of ServicesThe Road Safety Audit Team Member Shall Conduct A Combined Stage 1 And Stage 2 Road Safety Audit For The Detailed Designs For The Rehabilitated Roads Reporting To The Road Safety Audit Team Leader Following The Most Up To Date Road Safety Audit Guidelines Of The Uk Germany Usa Or Australia The Audit Will Be Carried Out As A Desk Review Using Available Detailed Designs Google Earth Images And Previous Background About The Designed Roads Irap Surveys Have Been Undertaken For The Existing Roads And Will Be Undertaken And Available To The Consultant For The Proposed Designs The Audit Should Consider These And Ensure That As Far As Financially Feasible Irap Recommendations For Safety Are Included In The Designs The Consultant Has To Provide A Detailed List Of Road Safety Issues Encountered During The Detailed Design Audit With Specific Recommendations On How To Improve Them The Scope Tasks Are Defined As Follows Task 1 Stage 1 A Desk Review Of The Preliminary Design Of About 100Km Of Roads Using Available Videos Images From The Designers Reports And Or Google Earth Images This Review Shall Be Completed Within 2 Weeks Calendar Days After Receiving The Electronic Plans In Pdf Format By Submitting A Review And Recommendation Report To Rsa Team Leader And A Copy To Cdr As Outlined Under Task 1 Deliverables Mentioned In Paragraph 4 Below Task 2 Stage 2 A Desk Review Of The Final Design Of The Same 100Km Of Roads Subject Of Task 1 Above This Review Shall Be Completed Within 2 Weeks After Receiving The Electronic Plans In Pdf Format By Submitting A Review And Recommendation Report To Rsa Team Leader And A Copy To Cdr As Outlined Under Task 2 Deliverables Mentioned In Paragraph 4 Below
