Support To National And International Organizations On Effective Peacebuilding And Conflict Sensitivity Including How To Apply The Do No Harm Framework Raft Has Developed Training And Technical Support Modules That Focus On Helping National And International Actors Both Public And Private Better Understand Conflict Dynamics In Their Work Contexts And More Systematically Mitigate Possible Negative Impacts Of Their Program And Instead Enhance Their Positive Influence On Social Cohesion In Its Four Years Of Existence Raft Has Also Built Up Strong Partnerships With A Broad Range Of Partners And A Reputation As A Go To Capacity For Enhancing Policies And Practices That Strengthens Local Capacities For Peace Raft Myanmar Is Officially Registered In Myanmar As A Private Company By Myanmar Citizens However Raft Operates On A Strictly Non Profit Basis The Scope Of The AssignmentRaft Myanmar After Gaining Autonomy From Its Founder Cda Collaborative Learning Projects In Boston And Experiencing Rapid Growth Is Looking For An External Consultant Specialized In Human Resources Management And Organizational Development To Strengthen A Process That Raft Is Undertaking With The Support Of Peace Nexus The ConsultantS Role Will Be To Support Raft As It Adapts Its Human Resources Policies And Practices To Its New Status And Size As Well As Advise Its Leadership On How To Restructure Internally To Best Deliver On Its Current And Future Strategic Priorities The Assignment Is To Be Conducted With The Aim Of Building Capacity At Every Step So To Ensure Sustainable Results The Consultant Should Have Experience Working With Value Driven Non Profit Organizations And Ideally Some Experience Working On Peace And Conflict Issues Specifically The Tasks Of The Consultant Will Include Provide Ongoing Support And Recommendations On Immediate Hr And Od Related Decisions And Needs In Coordination With Peace Nexus And RaftS Strategic Planning Consultant To Become Familiar With RaftS Mission Values Programmatic Functions And Current Challenges Week 1 2 To Become Familiar With Local Labor Laws And Regulations Week 1 2 To Review Existing Hr Policies And Practices Producing A Short Stock Taking Document That Identifies Gaps And Main Areas For Improvement Delivery Of Inventory In Week 3 To Facilitate An Initial Assessment Of The Competencies Raft Needs To Successfully Deliver On Its Current Programmatic Obligations Delivery Of Assessment Document In Week 3 4 To Conduct A Competency Audit And Review Job Descriptions Jds With All Staff Staff Interviews Audit Report Week 4 To Develop Or Improve Upon The Hr Policies And Procedures That Have Been Identified As Inadequate Missing Or Out Of Compliance With Local Laws And Regulations In The Stock Taking Document And Agreed Upon With The Leadership It Is Expected That These Will Include A Recruitment Policy An Induction Policy A Performance Appraisal System And A Conflict Resolution Policy Assessment Of Hr Policies And Proposal For Modification Weeks 5 6 To Advise RaftS Leadership On Organizational Structure And Propose Measures That Aim To Align Jds And Individual Staff Profiles With Current Programmatic Obligations Such Measures Will Include Supporting The Elaboration Of Professional Development Plans For Each Employee And Potentially Also Recommendations For Changes To Current Jds And Or Creation Of Additional Positions Report On Organizational Structure Week 6 7 To Develop A Salary Grid For The Organization Based On The New Structure The Grid Should Indicate The Wage Criteria And The Ranges To Be Respected For Each Job Category Taking Into Account The Current Labor Market In Myanmar And The Budgetary Constraints Of The Organization Interviews Labor Market Review Week 7 To Support The Implementation Of The New Structure Policies And Tools Over A Period Of Three Months Following Completion Of Tasks 1 7 Above This Support May Include Staff Training On Specific Hr Tools And Skills Be Present At Strategy Seminar To Support Raft Towards The Development Of A Mission Statement And Organizational Strategic Plan Led By Strategic Planning Consultant Be Available For A Possible Follow Up Consultancy Involving A Second Assessment Of RaftS Competency Needs In Light Of The New Strategic Plan That Will Be Completed Before The End Of Fy2019 Looking At Future Needs And Making Additional Recommendations On How Raft Can Continue To Develop Its Human Resources In View Of Delivering On Its Long Term Vision A Baseline Survey Will Be Conducted By Raft At The Onset Of The Assignment At The End Of The Year And Then Again At The End Of The Following Year The Results Of The Surveys As Well As On Going Feedback Opportunities Will Be Shared With The Consultant And Used To Jointly Monitor StaffS Experience And Make Adaptations Along The Way Consultant Profile A Minimum Of Five Years Experience As A Human Resources And Organizational Development Specialist Experience Working With Non Profit Actors Preferably Involved In Conflict Sensitivity Do No Harm And Or Other Peacebuilding Related Work Previous Experience With Small Organizations And With Organizations Transitioning To A Local Actor Status Desirable Experience Of Working As A Consultant With A Documented Track Record Of Similar Assignments Strong Knowledge Of The Myanmar Context Labor Laws And Labor Market Excellent Knowledge Of English Written And Oral Knowledge Of Local Languages Spoken In Myanmar A Strong Asset Strong Facilitation And Training Skills With Demonstrated Ability In Working With Both Local And International Staff LocationYangon And Sittwe Myanmar Consultants Applying From A Different Location Are Asked To Include Travel Costs In Their Financial Offer Counting On A Minimum Of
