Request For Expressions Of Interest Consulting Services For Developing The Enabling Environment For Climate Resilience In The GambiaPilot Program On Climate ResiliencePilot Programme For Climate Resilience Ppcr The Aim Of The Project Is To Support Developing Countries To Build Resilience To The Impacts Of Climate Change By Preparing And Implementing A Robust Strategic Investment Plan Of Climate Change Interventions The First Phase Of The Ppcr Was Accomplished In September 2018 With The Development Of The Gambia S Scpr Which Has Been Validated Nationally And Endorsed By The Cif S Ppcr Subcommittee In December 2018 The Spcr Reflects The Vision Principles And Goal Of The National Climate Change Policy Nccp To Guide The Overarching Approach Defining Investments Within The Key Climate Resilience Priorities As The Main Thematic Areas That Were Identified Under The Spcr Are As Follows 1 Climate Resilient Food And Landscapes Agriculture Food Security Forestry And Natural Resources Including Water Biodiversity And Wildlife2 Low Emissions And Resilient Economy Energy Transport Infrastructure And The Key Economic Sectors Of Tourism And Financial Services3 Climate Resilient People Health Education Equitable Social Development Migration And Human Settlements Including Climate Proof Urban Planning And Waste Management Climate Information And Early Warning System4 Managing Coastlines In A Changing Environment Climate Aware Integrated Coastal Zone Management Including Coastal Erosion Management5 Infrastructure And Waste Management Developing Climate Proof Infrastructure Sanitation And Solid Waste ManagementAs A Continuation Of The Development Of The Spcr The Gambia Intends To Apply Part Of The Grant Funding To Payments Under The Contract For The Technical Studies Meant To Strengthen The Strategic Program Climate Resilience And Lead To The Development Of Full Fledged Projects The Services Included Under This Consultancy Are1 To Carry Out A Detailed Climate Vulnerability Study Particularly On Agriculture And Health Sector By Mapping Out And Characterizing The Different Climate Vulnerability Impacts Across The Various Regions And Districts Assessing The Socio Economic Implications Of Each Impact On Agriculture Natural Resources And The Health Sectors Ranking And Prioritizing The Various Regions According To Their Vulnerability To The Various Impacts And Identify The Most Critical Areas And Produce Training Materials And Conduct Training In Climate Vulnerability Assessment For The Technical Departments Under The Respective Ministries Dealing With Climate Change2 Detailed Assessment Of Climate Resilient Adaptation Livelihood Options In Both Urban And Rural Areas Including The Use Of Data From The Vulnerability Assessment To Determine The Most Feasible Livelihood Interventions For The Most Vulnerable Regions And Ranking Them Based On Priority Proposing Best Practices In Terms Of Agriculture And Other Livelihoods In Other Countries With A Similar Climate And Socio Economic Situation Carrying Out A Detailed Cost Benefit Analysis Of The Proposed Adaptation Livelihood Options Based On The Geographic Location 3 To Carry Out A Detailed Weather Index Insurance Study Which Includes Analyzing The Historical Rainfall Drought And Flood Data To Develop An Insurance Index One For Drought And One For Floods Which Will Determine When Pay Outs Will Be Made Reviewing The Insurance Laws Of The Gambia To Determine How Insurance For Droughts And Floods Can Be Implemented In The Gambia And Identify Opportunities Barriers And Challenges To Implementing Weather Index Insurance Mechanism In Both Urban And Rural Gambia 4 To Carry Out A Detailed Climate Resilience Coastal Infrastructure Study Including Mapping Out Critical Facilities And Infrastructure In Coastal And Adjacent Low Lying Areas And Characterize The Type And Level Of Threats Emanating From Climate Change Faced By These Facilities And Infrastructure Conduct A Comprehensive Review Of Response Options Physical Engineering Policy And Management Frameworks For Climate Resilient Infrastructure Develop A Strategic Plan Of Actions For Climate Proofing Critical Facilities And Infrastructure In Coastal And Adjacent Low Lying Areas Ministry Of Environment Climate Change Natural Resources Now Invites Eligible Consultants To Indicate Their Interest In Providing These Services Interested Consultants Must Provide Information Indicating That They Are Qualified To Perform The Services Brochures Description Of Similar Assignments Experience In Similar Conditions Availability Of Appropriate Skills Among Staff Etc Consultants May Constitute Joint Ventures To Enhance Their Chances Of Qualification Please Note That Each Of The Four Components Of The Consultancy Will Require A Separate Detailed Report
