To Improve Living Conditions And Promote Respect For Their Dignity And Their Fundamental Rights The Directorate General For Civil Protection And European Humanitarian Aid Operations Echo Provides Humanitarian Aid For The Prevention Of Disasters Caused By Natural Hazards And Armed Conflicts Its Mandate Is To Save And Preserve Lives And The Promotion Of Disaster Preparedness And Risk Management Page 32 Background And JustificationThe Dominican Republic And The Republic Of Cuba Due To Their Geographical Location And Their Status As Small Island Developing States Sids Are Exposed To Multiple Threats Of Natural Origin Most Of Them Derived From Hydrometeorological And Geological Events Which Combined With The Situation Of Existing Social Economic And Institutional Vulnerability They Generate A High Risk Of Disasters In Their Territory And Their Population Also A Factor That Exacerbates The Intensity Of These Hydrometeorological Events Is Climate Variability And Climate Change Which Directly Compromise Water Resources And Livelihoods According To The 1995 2014 Average Of The Climate Risk Index Both Countries Occupied Positions 11 And 65 Respectively In The Aforementioned Index This Project Seeks To Strengthen Local National And Binational Capacities Of National Prevention Mitigation And Response Institutions In Cuba And The Dominican Republic With The Objective Of Collaborating Sharing Experiences And Carrying Out Joint Advocacy With And Towards Regional Management And Reduction Institutions Of Risks In The Caribbean A Series Of Gaps Were Identified In The Needs Assessments Including The Lack Of Institutionalization Of Risk Management Tools And Procedures Of Information Management During All Phases Of The Disaster And Of Coordination Between Local National National And International Levels Regional With This In Mind An Intervention Oriented Towards The Consolidation Of Local Management And Risk Reduction Capacities Was Designed In The Municipalities Of Baracoa And San Antonio Del Sur In Cuba The Institutionalization Of Tools In The National Systems Of Prevention Mitigation And Response Of Cuba And The Dominican Republic As Well As The Establishment Of Coordination Mechanisms Between Both Countries With A Regional Approach The Development Of Alliances With The Cdema And Cepredenac And The Legal Profession In The Areas Of Regional Consensus Building This Project Works In Coordination With Other Risk Management And Development Strategies And I Look For Integrated Risk Management Agendas In Both Countries Og Strengthen Binational Capacities From Cuba And The Dominican Republic In Regional Drr Of National Prevention Mitigation And Response Agencies To Learn In A Permanent Collaborative And Participatory Manner In Advocacy Activities With Regional Drr Bodies So 1 Strengthening Of The Drr Approach And Related Measures In Humanitarian Contexts For A Collaborative And Effective Response In All Caribbean Countries 3 Binational And Regional Drr Capacities And Coordination Strengthened To Face Common Risks And Manage Critical Information For Decision Making Page 44 Oxfam Working Principles And Adaptation To Standards And Standards Of Learning And Accountability The Ponte Alerta Caribe Consortium Bases Its Activities On The Humanitarian Mandate And On The Principle Of Humanitarianism Directing Efforts And Resources So That In Humanitarian Crises Women And Men Girls And Boys Have The Necessary And Sufficient Protection And Assistance Assured All This Regardless Of Who They Are Where They Live Or How They Have Been Affected To Guarantee Both The Humanitarian Mandate And The Principle Of Humanitarianism The Ponte Alerta Caribe Consortium Works On The Design Of Interventions In A Participatory Manner So That The Beneficiary Population And Partners Feel Involved In The Management Implementation And Evaluation Of The Proposals In Addition Diversity Gender Age Ethnicity Language Gender Issues Among Others Were Considered In All Interventions Of The Consortium During The Course Of The Entire Intervention The Consortium Ponte Alerta Caribe Developed A Monitoring Evaluation Accountability And Learning Strategy Aimed At Ensuring The Participation Of Women Men And Children In The Planning Implementation And Evaluation Of The Project As Well As The Involvement Of Key Government Actors In Evaluation Processes 5 Objectives Of The Consultancy To Present The Results Achieved And The Lessons Learned Identified In The Implementation Allowing The Donor The Partners Partners And People
