Request For Expressions Of Interest For Preparation Of Preliminary And Final Main Technical Design Documentation For Remediation Of Kombinat Aluminijuma Podgrorica Kap Red Mud BasinsIndustrial Waste Management And Clean Up Project The Iwmcp Aims To I Reduce The Environmental And Public Health Risks Of Selected Industrial Waste Disposal Sites Through Investments In Environmental Control Measures And Infrastructure For Management Of Industrial Waste And Ii Strengthen Institutional Capacity To Regulate And Manage Industrial And Hazardous Waste The Project Consists Of The Following Components 1 Remediation Of Historic Industrial Waste Disposal Sites 2 Future Industrial Hazardous Waste Management 3 Project Management The Ministry Of Sustainable Development And Tourism Msdt Nature And Environmental Protection Agency Nepa Intends To Apply Part Of The Proceeds Of This Loan Towards The Payment For Consulting Services Under The Contracts For Iwmcp Project Assignment Preparation Of Preliminary And Final Main Technical Design Documentation For Remediation Of Kombinat Aluminijuma Podgrorica Kap Red Mud Basins The Area Of Kap Is Situated In The Peripheral Part Of The emovsko Field Which In Morphological And Hydrogeological Terms Is An Integrated Part Of The Zeta Valley The Whole Area Of The Zeta Valley Is Covered With Glaciofluvial Sediments Gravel Sand Layers At Some Locations Loosely Tied Into Conglomerates And Minor Occurrences Clay Sands And Clays The Glaciofluvial Deposits Of The Zeta Valley Are In General Coarse Grained Gravel Up To 20 Cm Sized Fine Grained Deposits Are Less Frequent And These Deposits Are Often Weakly Bound Into Conglomerates With Carbonate As Binding Material The Thickness Of The Sediment Layers Varies Throughout The Zeta Valley And Ranges From 10 Meters Up To 80 Meters Maximum Thickness Of The Sediments Is Found In The Region Of The Mora a Riverbed And In The Area Of The Paleo Canyon Of Cijevna River Near Dino a The Primary And Secondary Aluminum Production Generated A Number Of Different Waste Fractions Which Were Deposited Adjacent To The Production Plant The Largest Amount Consists Of Alkaline Red Mud Slurry Which Was Deposited In Two Basins A And B With A Total Surface Area Of 420 000 M Whereas Basin A Has A Surface Of 200 000 M Basin B 220 000 M The Dams Were Constructed With Material From The Surrounding Area Basin A And B Are Separated By A Small Dam Probably Consisting Of Soil With A Steel Sheet Wall On Top Basin A Is Sealed With A Plastic Liner Whereas Basin B Has No Basic Sealing At All There Is No Information Available About The Current State Of The Plastic Liner Both Basins Are Partly Covered With Water The Rough Calculation Of The Depth Of The Red Mud Deposit Is Estimated To Be 20 M In Basin A And 15 M In Basin B It Is Assumed That The Settled And Dry Red Mud Is Reaching An Average Thickness In Both Basins Between 13 And 15 M Planed Activities For Remediation Of Kombinat Aluminijuma Podgrorica Kap Red Mud Basins Include Pumping And Conditioning Of Surface Water Possible Water Treatment Plant If Analysis Show That Wtp Is Necessary Recultivation Basin A B Reshaping Re Grading For Water Management And Stability Purposes And Stabilization Layer With Building Rubble Or Similar 420 000 M X 0 2 M Recultivation Layer 420 000 M X 0 3 M Min Resp 0 6 M Average Hydroseeding Geotechnical Tests Securing Measures Geotechnical Tests And Securing Of Water Leakage Spots At The Pond Dam Groundwater Monitoring Installation 6 Groundwater Monitoring Wells Consulting Service The Service Includes Preparation Of Preliminary And Final Main Technical Design Documentation For Remediation Of Kombinat Aluminijuma Podgrorica Kap Red Mud Basins The Service Shall Be Performed Fully In Compliance With Valid And Applicable Montenegrin Technical Regulation And Legislation Laws And By Laws Namely Law On Spatial Planning And Construction Of Structures Official Gazette No 064 17 Regarding The Fact That This Project Is Defined By Law On Spatial Planning And Construction Of Structures Official Gazette No 064 17 As Complex Engineering Facility Reviewed And Approved Technical Design Is Basis For Construction Permit Issuance
