Request For Proposals Are Invited For Consultancy Population Based Study Of Security And Justice In The Gambia About Dcaf And The Eu Funded Project Support To The Security Sector Reform In The Gambia The Geneva Centre For Security Sector Governance Known As Dcaf Is Dedicated To Improving The Security Of People And The States They Live In Within A Framework Of Democratic Governance Rule Of Law And Human Rights Dcaf Assists Partner States And International Actors Supporting These States To Improve The Governance Of Their Security Sector Through Inclusive And Participatory Reforms Based On International Norms And Good Practices Dcaf Provides Policy Advice Promotes Norms And Good Practices And Supports Capacity Building Of Governmental And Non Governmental Security Sector Stakeholders As Well As Of Intergovernmental Organizations To Support Security Sector Reform Processes DcafS Project In The Gambia Seeks To Contribute To Meaningful Security Sector Reform And Greater Accountability Leading To Improved Peace And Security For The Gambian Population The 18 Month Eu Icsp Funded Project Is Organized Along Two Main Lines Of Intervention Interlinked Through An Inclusive Vision Of Ssg R It Focuses On Two Objectives 1 Supporting The Government Of The Gambia In Its Efforts To Launch A Deep And Inclusive Ssr Process And 2 Enhancing External Oversight Of The Security Sector By State And Non State Actors Population Based Study Objectives The General Objective Of The Population Based Study Is To Ensure That The Ssr Process Is Tailored To The PopulationS Security And Justice Perceptions And Needs Specific Objectives Include 1 Assess The Security And Safety Concerns Citizens Have In Their Communities 2 Assess The Security And Safety Challenges Citizens Experience And The Use Of The Available Mechanisms To Access Security And Justice 3 Generate Findings On The Level Of Trust Of The Population In Security And Justice Actors And Existing Mechanisms 4 Assess The Expectations Of Citizens With Respect To The GovernmentS Sustained Efforts To Reform The Security Sector 5 Determine The Challenges Individuals Encounter When Approaching Security And Justice Actors Including Difficulties Experienced By Diverse Members Of The Population Result Framework Immediate Outcome Qualitative And Quantitative Data Generated By The Perception Study Are Used By National Stakeholders To Make Evidence Based Decisions On The Ssr Process Including Reform Needs And Priorities Output A Population Based Study Of Security And Justice Needs And Priorities Will Be Available To Inform The National Ssr Policy Scope Of Work And Main Deliverables The Selected Applicant Will Undertake The Following Tasks 6 Draft A Comprehensive And Suitable Survey Instrument And Methodology The Suggested Sample Size Out Of The Total Population Is To Be Drawn At 95 Confidence Interval And 5 Margin Of Error 7 Develop Specific Questionnaires For Each Target Group To Assess Relevant Indicators Previously Agreed With The Dcaf Team Which Recognize The Political Realities And Context On The Ground The Questionnaires Should Both The Perception Of Security By Respondents And Their Actual Experience As Victim Or Witnesses 8 Draft The Final Report Of Survey Which Will Consist Of Presentation Of The Findings Analyses Of The Findings Challenges Experienced During The Survey And Lessons Learnt 9 The Study Should Be Conducted Across The Entire Country 10 Draft Public Communications Material Short Report That Can Be Published 11 Disseminate Results And Findings As Requested Consultancy
