Bids Are Invited For Parking Mobile Payment App

Request For Proposalspurposethe City Of Surrey (The “City”) Invites Proposals From Experienced And Qualified Proponents To Provide The Software, Services, Configuration, Integration, Training And Support Required To Implement And Operate A Parking Mobile Payment App (The “App”) For The City’S Paid On-Street And Off-Street Parking Locations.The App Must Also Support Paid Parking Locations Added By The City During The Contract Term. The Successful Proponents Will Be Responsible For Providing, Configuring, Commissioning And Supporting The App And For Integrating It With The Applicable Payment Processing And Parking Enforcement Systems. Pay Stations Are A Separate Payment Channel And Are Outside The Scope Of This Rfp.The City May Select One Or More Successful Proponents. Each Proposed Solution Must Be Capable Of Operating Effectively In A Multi-Provider Environment Without Impairing The City’S Parking Operations, Enforcement Processes, Reporting Or Customer Service.The City Is Seeking Continuity Of Its Current Parking Mobile Payment App Services While Maintaining And Considering The Flexibility To Include Additional Value-Added Capabilities And Innovations.The Proponents Shall Be Responsible For Below Deliverables:Implementation And Transition Planning• Provide An Implementation And Transition Plan Proportionate To The Proposed Solution And The City’S Operating Environment.• Identify Key Activities, Responsibilities, Dependencies, Deliverables, Decision Points And The Proposed Schedule From Contract Award Through Production Launch.• Coordinate With The City And Applicable Third Parties To Maintain Continuity Of Mobile Parking Payment And Enforcement Services During Transition.• Support The Addition, Replacement Or Coexistence Of Providers Where The City Awards More Than One Contract Or Continues Services During Transition.Configuration And Integration• Configure The App, Administrative Portal, Parking Locations, Zones, Rates, Rules, Discounts, User Roles, Notifications, Branding And Reporting Required For The City’S Approved Operating Model.• Design And Implement Required Integrations With Gtechna, Genetec And Other Approved Third-Party Services Within Scope.• Provide Interface Specifications, Technical Documentation And Support Required For Integration Testing And Ongoing Operations.Testing And Acceptance• Prepare A Practical Test Plan And Test Cases Covering Customer Payment Flows, Parking-Session Extensions, Enforcement Validation, Administration, Reporting, Security And Privacy Controls, And Revenue Reconciliation.• Support City Acceptance Testing And Correct Defects Or Configuration Issues Identified Before Production Launch.• Demonstrate That The Production Service Meets The Applicable Mandatory Requirements Before Go-Live.Training And Operational Readiness• Provide Role-Based Training And Concise Reference Materials For City Administrators, Operational Staff, Finance Or Reconciliation Staff, And Support Personnel, As Applicable.• Provide Customer-Facing Information Needed To Support Launch And Transition Communications.• Provide Knowledge Transfer And Operating Documentation Sufficient For The City To Administer Its Responsibilities Under The Service Model.Addendaif The City Determines That An Amendment Is Required To This Rfp, The City Representative Will Issue A Written Addendum By Posting It On The Bc Bid Website At Www.Bcbid.Gov.Bc.Ca And The City Website At Www.Surrey.Ca (Collectively, The “Websites”), And Upon Posting, Any Addenda Will Form Part Of This Rfp.
