Work Detail
The City Of Salmon Arm Owns And Operates A Municipal Water Distribution Network Serving Over 19,000 Residents Across Ten Distinct Pressure Zones. To Ensure Long-Term Network Resiliency, Public Safety, And Regulatory Compliance, The City Completed Its 2025 Water Master Plan Update (Prepared By Aecom), Which Identified Key Hydraulic Deficiencies And Prioritized Capital Improvements To Meet Required Fire Flows And Operational Standards. In Southwest Salmon Arm, Localized Distribution Capacity Is Constrained By Historical Pipe Sizing And Dead-End Watermain Configurations. To Resolve These Deficiencies, The City Is Bundling Two Complementary Water Distribution Projects Under Rfp 2026-24: The Foothill Road Sw Watermain Upgrade And The 30 Street Sw Watermain Looping.Project A: Foothill Road Sw Watermain Upgrade (Capital Project D-2)This Project Addresses Critical Fire Suppression And Conveyance Constraints Identified In The 2025 Water Master Plan Update Along Foothill Road Sw. The Existing 100 Mm Diameter Watermain Generates Significant Hydraulic Head Loss During Peak Demand Periods, Causing Available Fire Flows To Fall Below The City’S Single-Family Residential Standard Of 60 L/S. The Project Requires Upsizing Approximately 1,020 M To 1,400 M Of Existing 100 Mm Watermain To 250 Mm Diameter (C900 Pvc Dr18) Along Foothill Road Sw From 14 Avenue Se Southwest To 10 Street Sw. Work Under This Rfp Includes Completing Detailed Topographic Survey, Utility Conflict Investigation, And Delivery Of A 100% Detailed Design Package With A Class A Cost Estimate. The Proponent Will Also Prepare And Submit The Drinking Water Protection Act Construction Permit Application To The Interior Health Authority (Iha) And Produce A Complete Master Municipal Construction Documents (Mmcd) Tender Package. Additionally, The Successful Proponent Will Provide Project Management, Contract Administration, Resident Field Inspection, And Record Services For The Construction Phase, To Be Executed Using Allocated Capital Funds Following Design Completion.Project B: 30 Street Sw Watermain Loopingthis Project Resolves A Key Distribution Network Discontinuity In Southwest Salmon Arm. Currently, No Watermain Exists Along This Segment Of 30 Street Sw, Leaving Adjacent Distribution Lines Operating As Dead Ends. This Gap Restricts Multi-Directional Flow, Elevates Water Age, And Reduces System Redundancy During Maintenance Shutdowns Or Emergency Events. The Project Involves Delivering A Detailed Design Package For A New 200Mm Watermain Connecting An Existing 150 Mm Pvc Watermain To The North And Extending South To Tie Into An Existing 200 Mm Stub Near The 30 Street Sw And Foothill Road Sw Intersection. Work Includes Topographic Surveying, Utility Conflict Coordination, 100% Design Submission, A Class A Pre-Tender Construction Cost Estimate, And Securing Iha Construction Permit. Proponents Will Be Asked To Provide Separate Pricing For Both Projects. Proponents Shall Provide Pricing For Contract Administration And Construction Inspection Services For Project A (Foothill Road Sw) To Support The Construction Phase Funded Through Remaining Capital Budgets. These Construction-Phase Prices Will Be Evaluated As Part Of The Overall Submission. In Addition, Proponents Shall Provide Provisional Pricing For Tendering, Contract Administration, And Construction Services For Project B (30 St Sw), Assuming Concurrent Tendering And Coupled Construction With Project A Under A Single Construction Contract. These Provisional Prices Will Not Form Part Of The Evaluation Point Score; However, Hourly Rates Must Match The Proponent’S Evaluated Rate Schedule. The City Will Confirm 2027 Budget Approval Prior To Phase 3 Completion And Reserves The Right To Award The Project B Provisional Scope At The Quoted Fee.
